He also stated that the lease
agreement entered into in 1982 was authorized by the voters at a
referendum election, with a lease agreement term of five years with
a five year option to renew. The Lions Club exercised that additional
five year term. The lease agreement will expire April 11, 1992,
with no obligations by either party after October 31,1991. Any
extension of the lease agreement or similar agreement will require
a referendum election. Dr. Bill Daniels, immediate past president
of the Lions Club approached the podium. He stated that the Lions
Club would like to improve the property, to spend approximately
$5,000.00-6,000.00 dollars and would like the Council to extend the
lease. He stated he was unaware of the time limitations on the lease
agreement. Mr. Hankins stated that any variations on the existing
lease would need to be approved by the voters at a referendum election.
It was the consensus of the Council to have Mr. Hankins and Mr.
Gilley research the legal limitations to permit the Lions Club to
expand the tube rental site.

Mayor Morris introduced a discussion and direction to staff regarding
San Marcos Historic Preservation Commission.
