City Council Meeting Minutes August 19, 2014 <br />Manager to execute said agreement on behalf of the City; authorizing the City <br />Manager to execute all closing documents related to such purchase; and declaring an <br />effective date. <br />8. Consider approval of Resolution 2014 -113R, <br />a Texas Limited Partnership, for the City <br />land, being part of Farm Lots 25 and 26 out <br />located along Cm Allen Parkway at the San <br />authorizing the City Manager to execute <br />authorizing the City Manager to execute <br />purchase; and declaring an effective date. <br />PUBLIC HEARINGS - 7:00 PM <br />approving a contract with Aurelius, Ltd., <br />to purchase approximately 6.97 acres of <br />of the Original Town of San Marcos and <br />Marcos River, at a price of $1,000,000.00; <br />said agreement on behalf of the City; <br />all closing documents related to such <br />9. Consider approval of Ordinance 2014 -45, on second and final reading, adopting a <br />budget in the sum of $173,012,418 for the fiscal year beginning on October 1, 2014 <br />and ending on September 30, 2015; authorizing certain adjustments to the budget <br />with the approval of the City Manager; and approving fiscal year 2014 -2015 Capital <br />Improvements Program Projects; and a motion to ratify the property tax increase <br />reflected in the budget. <br />Mayor Guerrero stated "State law requires a public hearing on the City's 2014 -2015 Budget. <br />After today's public hearing, the council will approve the budget ordinance on first reading" <br />Heather Hurlbert, Director of Finance, provided the Council with a brief presentation. <br />Following the presentation Mayor Guerrero opened the Public Hearing at approximately 7:12 <br />p.m. <br />Dianne Wassenich, 11 Tanglewood, thanked the Council for their time and energy that was spent <br />on looking into this budget. She stated that the Staff has done a tremendous amount of work. <br />She asked for them to support the Chief Sustainable Development Officer position. <br />There being no additional comments Mayor Guerrero closed the Public Hearing at approximately <br />7:14 p.m. <br />A motion was made by Deputy Mayor Pro Tern Becak, seconded by Council Member Prewitt, that <br />this Ordinance be amended by adding the FTE Chief Sustainable Development Officer. The <br />motion carried by the following vote: <br />For: 7 - Mayor Guerrero, Mayor Pro -Tem Thomaides, Deputy Mayor Pro Tern Becak, <br />Council Member Thomason, Council Member Scott, Council Member Prather and <br />Council Member Prewitt <br />Against: 0 <br />A motion was made by Mayor Pro -Tem Thomaides, seconded by Deputy Mayor Pro Tern Becak, <br />to approve the Ordinance as amended. The motion carried by the following vote: <br />For: 7 - Mayor Guerrero, Mayor Pro -Tem Thomaides, Deputy Mayor Pro Tern Becak, <br />Council Member Thomason, Council Member Scott, Council Member Prather and <br />Council Member Prewitt <br />Against: 0 <br />City of San Marcos Page 3 <br />
