Consider approval of Ordinance 2014 -45, on second and final reading, adopting a budget in the sum of $173,012,418 for the fiscal year beginning on October 1, 2014 and ending on September 30, 2015; authorizing certain adjustments to the budget with the approval of the City Manager; and approving fiscal year 2014 -2015 Capital Improvements Program Projects; and a motion to ratify the property tax increase reflected in the budget. Mayor Guerrero stated "State law requires a public hearing on the City's 2014 -2015 Budget. After today's public hearing, the council will approve the budget ordinance on first reading" Heather Hurlbert, Director of Finance, provided the Council with a brief presentation. Following the presentation Mayor Guerrero opened the Public Hearing at approximately 7:12 p.m. Dianne Wassenich, 11 Tanglewood, thanked the Council for their time and energy that was spent on looking into this budget. She stated that the Staff has done a tremendous amount of work. She asked for them to support the Chief Sustainable Development Officer position. There being no additional comments Mayor Guerrero closed the Public Hearing at approximately 7:14 p.m. A motion was made by Deputy Mayor Pro Tern Becak, seconded by Council Member Prewitt, that this Ordinance be amended by adding the FTE Chief Sustainable Development Officer. The motion carried by the following vote: For: 7 - Mayor Guerrero, Mayor Pro -Tem Thomaides, Deputy Mayor Pro Tern Becak, Council Member Thomason, Council Member Scott, Council Member Prather and Council Member Prewitt Against: 0 A motion was made by Mayor Pro -Tem Thomaides, seconded by Deputy Mayor Pro Tern Becak, to approve the Ordinance as amended.
