City Council Meeting Minutes September 16, 2014 <br />not discuss during executive session. <br />Council provided staff with additional direction on other items discussed during Executive <br />Session. <br />PRESENTATIONS <br />3. Receive a Staff presentation of the Quarterly Investment and Financial Reports, and <br />provide direction to Staff. <br />Heather Huriburt, Finance Director, provided the 3rd quarter investment and financial reports. <br />4. Receive a presentation and overview of the Proposed Water Quality Protection Plan, <br />and provide direction to Staff. <br />John Gleason of John Gleason LLC provided the Proposed Water Quality Protection plan to <br />council. <br />5. Receive a presentation from Texas Aviation Partners regarding the San Marcos <br />Regional Airport Business Development Plan, and provide direction. <br />Jim Wimberley and Stephen Alexander, with Texas Aviation Partners, provided a presentation on <br />the Regional Airport Development Plan. <br />6:00 PM <br />IV. Invocation <br />Pastor Paul Thompson, with Pentecostal Temple Church of God in Christ, provided this <br />evening's invocation. <br />V. Pledges Of Allegiance - United States And Texas <br />This evening's pledges were led by Mayor Pro Tern Thomaides. <br />VI. 30 Minute Citizen Comment Period <br />Jack Fairchild, Addressed the Council regarding non disposable containers in New Braunfels, <br />which is being appealed to the circuit court. He asked council to look into this in our City. Mr. <br />Fairchild stated that 1/3 of a mile of riverbank that includes three tubing camps are located in the <br />San Marcos City Limits, he urged the city to enforce the Ordinance more strictly to this particular <br />area. He stated the need to protect our river. <br />Jim Garber, Addressed the construction of multi - family developments which have created angst <br />among citizens. He is speaking on item #25, Fall 2014 Preferred Scenario Amendment. The <br />community got involved by creating a comp plan and spent many hours and during this time, the <br />committee unanimously supported that amendments to the Preferred Scenario Map only happen <br />twice a year. One of the applicants that is requesting an amendment actually missed the <br />deadline. Mr. Garber read the definition of deadline, establishing a precedence by saying yes to <br />one development, we are obligated to say yes to others. In the next go round this developer <br />made the deadline, but they are requesting a change in the schedule. <br />Paul Murray, San Marcos, expressed his gratitude Matt Lewis and Amanda Hernandez for their <br />hard work on the Master Plan. Mr. Murray discussed the Fall 2014 Preferred Scenario <br />Amendment process and the application filed by Campus Village Communities. He indicated that <br />City of San Marcos Page 2 <br />
