City Council Meeting Minutes September 16, 2014 behalf of Walton Texas, LP for a Development Agreement for approximately 2,358 acres out of the William Pettus League Survey and establish a Council Subcommittee. Amanda Hernandez, Senior Planner, provided a brief presentation regarding the development agreement within the City's ETJ. Following the presentation Mayor Guerrero opened the Public Hearing at 8:19 p.m. There being no comments Mayor Guerrero closed the Public Hearing at 8:20 p.m. A motion was made by Council Member Prather, seconded by Council Member Prewitt, that the petition submitted for a Development Agreement, as previously captioned, be approved. The motion carried by the following vote: For: 7 - Mayor Guerrero, Mayor Pro -Tem Thomaides, Deputy Mayor Pro Tem Becak, Council Member Thomason, Council Member Scott, Council Member Prather and Council Member Prewitt Against: 0 A motion was made by Council Member Prewitt, seconded by Mayor Pro -Tem Thomaides, to form a subcommittee consisting of Council Member Prewitt and Council Member Scott. The motion carried by the following vote: For: 7 - Mayor Guerrero, Mayor Pro -Tem Thomaides, Deputy Mayor Pro Tem Becak, Council Member Thomason, Council Member Scott, Council Member Prather and Council Member Prewitt Against: 0 NON - CONSENT AGENDA 17. Consider approval of Ordinance 2014 -50, on the second of two readings, creating a Designated Permit Area under Section 82.189 of the San Marcos City Code that allows parking by permit only between the hours of 8:00 a.m. and 5:00 p.m., Monday through Friday, for the 400 block of Mary Street between Lindsey Street and Burleson Street; amending the Traffic Register to reflect such Designated Permit Area; and providing for an effective date. A motion was made by Council Member Scott, seconded by Council Member Prewitt, that Ordinance 2014 -50 be approved on the first of two readings. The motion carried by the following vote: For: 7 - Mayor Guerrero, Mayor Pro -Tem Thomaides, Deputy Mayor Pro Tem Becak, Council Member Thomason, Council Member Scott, Council Member Prather and Council Member Prewitt Against: 0 18. Consider approval of Ordinance 2014 -51, on the second of two readings, designating a No Parking Zone at all times on both sides of the 100 and 200 blocks of Jackman Street (from West San Antonio Street to Centre Street) and amending the Traffic Register maintained under Section 82.067 of the San Marcos City Code to reflect such designation; and including procedural provisions. A motion was made by Council Member Scott, seconded by Deputy Mayor Pro Tem Becak, Ordinance 2014 -51 be approved on the first of two readings.
