City Council Meeting Minutes September 16, 2014 vote: For: 7 - Mayor Guerrero, Mayor Pro -Tem Thomaides, Deputy Mayor Pro Tern Becak, Council Member Thomason, Council Member Scott, Council Member Prather and Council Member Prewitt Against: 0 19. Consider approval of Ordinance 2014 -52, on the second of two readings, amending the Traffic Register maintained under Section 82.067 of the San Marcos City Code by increasing the speed limit from 30 miles per hour to 35 miles per hour on River Road southwest from State Highway 80 to the Interstate 35 Frontage Road; and including procedural provisions. A motion was made by Council Member Scott, seconded by Deputy Mayor Pro Tern Becak, that Ordinance 2014 -52 be approved on the first of two readings. The motion carried by the following vote: For: 7 - Mayor Guerrero, Mayor Pro -Tem Thomaides, Deputy Mayor Pro Tern Becak, Council Member Thomason, Council Member Scott, Council Member Prather and Council Member Prewitt Against: 0 20. Consider approval of Ordinance 2014 -53, on the first of two readings, creating an all -way stop traffic control at the Trail Ridge Pass /Blanco Vista Blvd. intersection under Section 82.066 of the San Marcos City Code and authorizing city traffic engineer to install all -way stop signs; amending the traffic register to reflect such designated permit area; and providing for an effective date. A motion was made by Council Member Scott, seconded by Mayor Pro -Tem Thomaides, that Ordinance 2014 -53 be postponed. The motion carried by the following vote: For: 6 - Mayor Guerrero, Mayor Pro -Tem Thomaides, Deputy Mayor Pro Tern Becak, Council Member Scott, Council Member Prather and Council Member Prewitt Against: 0 Absent: 1 - Council Member Thomason 21. Consider approval of Resolution 2014 -131 R authorizing the City Manager or his designee to execute a Development Agreement with Lazy Oaks Ranch, LP to regulate the future development of an approximately 2,029.023 acre tract of land (commonly known as the proposed La Cima San Marcos Project) currently located in the City's Extraterritorial Jurisdiction; and providing an effective date. A motion was made by Council Member Scott, seconded by Council Member Thomason, that Resolution 2014-131R be approved. The motion carried by the following vote: For: 6 - Mayor Guerrero, Mayor Pro -Tem Thomaides, Deputy Mayor Pro Tern Becak, Council Member Thomason, Council Member Scott and Council Member Prewitt Against: 0 Abstain: 1 - Council Member Prather 22.
