City Council Meeting Minutes September 16, 2014 <br />vote: <br />For: 7 - Mayor Guerrero, Mayor Pro -Tem Thomaides, Deputy Mayor Pro Tern Becak, <br />Council Member Thomason, Council Member Scott, Council Member Prather and <br />Council Member Prewitt <br />Against: 0 <br />19. Consider approval of Ordinance 2014 -52, on the second of two readings, amending <br />the Traffic Register maintained under Section 82.067 of the San Marcos City Code by <br />increasing the speed limit from 30 miles per hour to 35 miles per hour on River Road <br />southwest from State Highway 80 to the Interstate 35 Frontage Road; and including <br />procedural provisions. <br />A motion was made by Council Member Scott, seconded by Deputy Mayor Pro Tern Becak, that <br />Ordinance 2014 -52 be approved on the first of two readings. The motion carried by the following <br />vote: <br />For: 7 - Mayor Guerrero, Mayor Pro -Tem Thomaides, Deputy Mayor Pro Tern Becak, <br />Council Member Thomason, Council Member Scott, Council Member Prather and <br />Council Member Prewitt <br />Against: 0 <br />20. Consider approval of Ordinance 2014 -53, on the first of two readings, creating an <br />all -way stop traffic control at the Trail Ridge Pass /Blanco Vista Blvd. intersection <br />under Section 82.066 of the San Marcos City Code and authorizing city traffic <br />engineer to install all -way stop signs; amending the traffic register to reflect such <br />designated permit area; and providing for an effective date. <br />A motion was made by Council Member Scott, seconded by Mayor Pro -Tem Thomaides, that <br />Ordinance 2014 -53 be postponed. The motion carried by the following vote: <br />For: 6 - Mayor Guerrero, Mayor Pro -Tem Thomaides, Deputy Mayor Pro Tern Becak, <br />Council Member Scott, Council Member Prather and Council Member Prewitt <br />Against: 0 <br />Absent: 1 - Council Member Thomason <br />21. Consider approval of Resolution 2014 -131 R authorizing the City Manager or his <br />designee to execute a Development Agreement with Lazy Oaks Ranch, LP to regulate <br />the future development of an approximately 2,029.023 acre tract of land (commonly <br />known as the proposed La Cima San Marcos Project) currently located in the City's <br />Extraterritorial Jurisdiction; and providing an effective date. <br />A motion was made by Council Member Scott, seconded by Council Member Thomason, that <br />Resolution 2014-131R be approved. The motion carried by the following vote: <br />For: 6 - Mayor Guerrero, Mayor Pro -Tem Thomaides, Deputy Mayor Pro Tern Becak, <br />Council Member Thomason, Council Member Scott and Council Member Prewitt <br />Against: 0 <br />Abstain: 1 - Council Member Prather <br />22. Consider approval, by motion, of an Out of City Utility Extension request to extend a <br />City of San Marcos Page 6 <br />
