City Council <br />Meeting Minutes September 16, 2014 <br />wastewater line from Clovis Barker down the Leah Avenue extention. <br />A motion was made by Council Member Scott, seconded by Council Member Prewitt, to approve <br />the Out of City Utility Extension request, as previously captioned. The motion carried by the <br />following vote: <br />For: 7 - Mayor Guerrero, Mayor Pro -Tem Thomaides, Deputy Mayor Pro Tern Becak, <br />Council Member Thomason, Council Member Scott, Council Member Prather and <br />Council Member Prewitt <br />Against: 0 <br />23. Consider approval, by motion, of an appointment by Deputy Mayor Pro Tern Becak to <br />fill a vacancy on the Comprehensive Plan Oversight Committee. <br />A motion was made by Council Member Scott, seconded by Council Member Prather, that the <br />appointment to fill a vacancy on the Comprehensive Plan Oversight Committee be postponed. <br />The motion carried by the following vote: <br />For: 6 - Mayor Guerrero, Mayor Pro -Tem Thomaides, Deputy Mayor Pro Tern Becak, <br />Council Member Scott, Council Member Prather and Council Member Prewitt <br />Against: 0 <br />Absent: 1 - Council Member Thomason <br />24. Discuss and consider an appointment to fill a vacancy on the Airport Commission, and <br />provide direction to Staff. <br />Dan Gibson was appointed to the Airport Commission. <br />25. Receive a Staff update and hold discussion regarding the Fall 2014 Preferred <br />Scenario Amendment process for consideration and hear details on each of the <br />applications received: <br />PSA -14 -04 High Pointe Communities - approximately 158 acres along the east side of <br />IH 35 south of Posey Road - Medium Intensity; PSA -14 -05 Moeller and Associates - <br />approximately 563.8 acres along Staples Road east of Old Bastrop Highway - Medium <br />Intensity; PSA -14 -06 Campus Village Communities - approximately 2.78 acres at the <br />intersection of Sessom Drive and Academy Street - Medium Intensity; PSA -14 -07 <br />Flying TZ, LP - approximately 92.00 acres along IH 35 and Old Bastrop Highway <br />south of Posey Road - Medium Intensity; PSA -14 -08 ETR Development Consulting, <br />LLC - approximately 6 acres at the intersection of IH 35 and Luciano Flores Blvd - <br />High Intensity. <br />Amanda Hernandez, Senior Planner, provided Council with an update on the applications <br />received for the Fall 2014 Preferred Scenario Amendment process. Council consensus was to <br />bring this item back on a future agenda to provide further direction. <br />26. Hold discussion regarding Chapter 86, Article 2, Division 2, Conservation, irrigation <br />hours during applicable stages of drought response, and provide direction to Staff. <br />Council member Prewitt requested the drought ordinance remain the same, with the exception of <br />the time when citizen's can utilize automatic sprinklers. Council consensus is to revise the hours <br />from 8:00 p.m. to 4:00 a.m. for automatic irrigation. Staff will bring this Ordinance back for <br />Council approval at a future meeting. <br />City of San Marcos Page 7 <br />
