He stated after speaking to Rick he feel <br />all his and his families success is due to his mother. He stated in honor <br />of the Hernandez family he is proposes to change the name of Invasion <br />Street. Mr. Guerrero provided the history of Esperanza Torrez who married <br />Gueremo Hernandez, which they had eleven children. Ms. Robertson inquired <br />to street name. Mr. Guerrero stated the Staff is recommending the street <br />name of Esperanza Hernandez. The Council agreed by consensus to take forward <br />the name change. <br />Mayor Narvaiz stated she is moving Item 40 up on the Agenda. Mayor Narvaiz <br />introduced a discussion regarding FM 110 Loop Project and direction to <br />Staff. Mayor Narvaiz stated she asked this discussion be put on the Agenda <br />to update the public. She stated there has been some misinformation, which <br />she would like to correct. She stated Phase I the Loop will not go past <br />the school, but it does make a curve by the high school and there would be <br />a lower lane for safe access. She stated the Council took no votes on this <br />issue. She stated there was discussion regarding this issue and direction <br />was given to have project come back during the Budget Workshops. She stated <br />there has not been a discussion about the financing and what the Commission <br />will do with the amount left over. She stated the discussions have been <br />about whether the Council was interested in looking for the state dollars <br />to have a partnership. She stated the intent was to write a letter to put <br />on the agenda and to not lose the state dollars. The City has not been <br />involved in the financial negotiations. Mayor Narvaiz stated as to date a <br />letter was sent to the Commissioners Court, but this item has yet to be <br />agendized. She stated the County sent a letter to Texas Department of <br />Transportation saying they do not want to terminate their agreement. She <br />stated Commissioner Ingalsbe is willing to assign dollars if the City would <br />wait to it to the voters in November, but TxDOT is running out of time. <br />She also stated if the voters approve then she would be willing to ask <br />TxDOT to give San Marcos the first refusal and allow City to use it, rather <br />than Hays County. Mr. Jones stated the initial agreement for the loop was <br />for no access for the school from the bridge. Mayor Narvaiz stated the <br />negotiation was for the mobility and safety. The State funds are from a <br />pool of money the State receives. She stated what the Commissioners saw <br />was with no connection from IH -35 to 123 and no way off, they went to work <br />to facilitate land onto the tax roles. Commissioner Conley stated the road <br />is for mobility. He stated when the State is building new projects and <br />there is no access along the road, in this circumstance you would want to <br />limit that access. He stated the High School at one end of McCarty, and a <br />Hotel /Conference Center is at the other end. He stated he would rather <br />spend millions of dollars of State funds than County funds. Mr. Thomaides <br />stated he received an email, which he forwarded to others. He stated the <br />loop is not free and the City will pay. He stated he feels the City will <br />be putting other projects on the back burner to get this project done. <br />Mr. Jones stated he understands that the FM 110 has been a discussion for <br />
