Regular Meeting June 19, 2007 Page 7 <br />40 -50 years. He stated this Loop will have a large impact on the future <br />transportation of San Marcos. Mayor Narvaiz stated the County may have sent <br />the letter, but she has been in contact with TxDOT officials and if this <br />project has to begin the TxDOT process again then this project will not <br />receive the same consideration. She stated the State looks toward Mobility <br />and Safety. Mr. Guerrero stated he wants to see that San Marcos gets the <br />first refusal if the County is unable to do this project. Commissioner <br />Conley stated the County Commissioners voted 3 to 1 to not cancel the pass <br />through agreement. He stated he was grateful that the City of San Marcos <br />is willing to work with Hays County and the State for the Loop. He stated <br />it took 7 years to get where we are today. He apologized because the <br />Council should not have to be dealing with this project. He also stated he <br />will see that if the County does not move forward, that the City of San <br />Marcos does not have to go to the end of the line to get the money from <br />TxDOT. Mayor Narvaiz thanked Commissioner Conley for all the hard work he <br />has put into this project. <br />Mayor Narvaiz introduced for consideration Item 17, removed from the <br />consent agenda, adoption of a Resolution, the caption which was read as <br />follows: <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />APPROVING AN AMENDMENT TO THE SECOND AMENDED DEVELOPMENT INCENTIVE <br />AGREEMENT BETWEEN THE CITY AND KULA MEDIA GROUP; AUTHORIZING THE CITY <br />MANAGER TO EXECUTE THE AGREEMENT; AND DECLARING AN EFFECTIVE DATE. <br />Mr. Jones moved to table the Resolution, and Mr. Guerrero seconded the <br />motion. Mayor Narvaiz stated Kula Media Group has been able to meet the <br />requirements of their original agreement and an amendment is not necessary <br />at this time. The Council then voted unanimously to table the Resolution. <br />Mayor Narvaiz introduced for consideration Item 24, removed from the <br />consent agenda, adoption of a Resolution, the caption which was read as <br />follows: <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />ENDORSING THE U.S. MAYORS CLIMATE PROTECTION AGREEMENT. <br />Ms. Robertson moved for adoption of the Resolution, and Mr. Guerrero <br />seconded the motion. Mr. Jones stated he supports this cause, but upon <br />researching this issue he inquired to how other Municipalities have adopted <br />an agreement. He stated he feels a better plan can be built for San <br />Marcos. Ms. Robertson stated by signing this agreement, it will allow San <br />Marcos to join ICLEI, which will help us implement an agreement. Mr. Bose <br />stated he agreed with Ms. Robertson. Ms. Couch stated she has concerns <br />with signing this agreement, which does not mean San Marcos automatically <br />becomes green. She stated the City of San Marcos has a large number of <br />
