Regular Meeting June 19, 2007 Page 8 <br />acres dedicated for Greenspace, 2002 the City Council adopted a Resolution <br />for Clean Air; 2006 the City Council approved an agreement to locate Ozone <br />Monitor, 2004 the City joined Central Texas Clean Cities, the City is a <br />dedicated Propane Fuel Station, 2006 the City Council adopted an Ordinance <br />prohibiting idling; the San Marcos Electric Utilities has an energy <br />efficiency specialist; and the Water /Wastewater has education programs and <br />a water conservationist. She stated she feels this issue should be <br />addressed in the upcoming Budget Workshops. She also stated as a business <br />owner, she inquired to the cost of implementing an agreement. She stated <br />only 17 cities in Texas have signed this and 532 Mayors in the United <br />States are a part of this. She stated she does not support this agreement <br />at this time. Mr. Guerrero stated he agreed with Ms. Couch. He inquired <br />to how this would impact San Marcos, currently the City is doing internal <br />practices. He stated at some point San Marcos does need to participate in <br />an agreement, because of the impact the neighboring cities have on us. Mr. <br />Thomaides stated he supports this agreement, which does not tie us to <br />anything it just gives San Marcos the framework. He stated this type of <br />agreement would be good for San Marcos. Ms. Robertson stated this agreement <br />is much more than being a green City. She stated this agreement is also <br />about reducing dependence on foreign oil, and providing cleaner air for our <br />children. Mr. Jones stated he feels the Council needs to get additional <br />education on this issue. Mayor Narvaiz stated she feels this is an <br />important policy issue. She stated at the Budget Policy Workshop this <br />issue did not receive a high enough level to be discussed during the dot <br />exercise. Council asked Staff to bring forward the issues that did not <br />make the discussion list during the Budget Workshop, at that time the <br />Council agreed to appropriate $100,000 for a hybrid vehicle program and <br />appropriate $150,000 for an audit, later these two funds were added <br />together. She stated she declined to sign this as the Mayor, so the <br />proposed Resolution will have the entire Council Members name on it. She <br />stated President Clinton and Bush did not ratify the Kyoto Protocol, this <br />started at the local level to influence the Federal Government. Mr. Jones <br />moved to table this Resolution, until a Workshop can be held, and Mr. <br />Guerrero seconded the motion. On roll call the following vote was <br />recorded: <br />AYE: Thomaides, Couch, Bose, Guerrero, Robertson and Jones. <br />NAY: Narvaiz. <br />ABSTAIN: None. <br />Mayor Narvaiz introduced for consideration Item 25, removed from the <br />consent agenda, adoption of a Resolution, the caption which was read as <br />follows: <br />
