Regular Meeting June 19, 2007 Page 9 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />OPPOSING THE ENACTMENT OF CERTAIN PROVISIONS CONTAINED IN UNITED <br />STATES SENATE BILL 1300, ENTITLED THE AVIATION INVESTMENT AND <br />MODERNIZATION ACT OF 2007. <br />Mr. Guerrero moved for adoption of the Resolution, and Ms. Couch seconded <br />the motion. Mr. O'Leary stated the San Marcos Municipal Airport is a <br />general aviation air facility and the Federal Aviation Administration has <br />proposed a new fee structure that will impose user fees on general aviation <br />for weather briefings, flight planning, and landing fees. He stated these <br />services are currently provided to general aviation at no direct cost to <br />private and corporate pilots. U.S. Senate Bill 1300, The Aviation <br />Investment and Moderation Act of 2007 would impose these fees as well as <br />increases in aviation fuel and gas taxes to users of general aviation <br />airports. He also stated he feels these fees would have a negative effect <br />on the San Marcos Municipal Airport, the airport users, and tenants. He <br />stated this Resolution was recommended and approved by the Airport <br />Commission. The Council then voted unanimously for adoption of the <br />Resolution. <br />Mayor Narvaiz introduced approval of one appointment to Airport Commission. <br />Mayor Narvaiz moved to appoint Shane Fraser to complete the vacancy, which <br />passed unanimously. <br />Mayor Narvaiz introduced a public hearing on an Annexation Ordinance, the <br />caption which was read as follows: <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />ANNEXING TO THE CITY A TRACT OF LAND CONTAINING 30.15 ACRES, MORE OR <br />LESS, LOCATED WEST OF IH -35 BETWEEN POSEY AND CENTERPOINT ROADS <br />(CORRIDOR BUSINESS PARK); APPROVING A SERVICE PLAN FOR THIS TRACT; AND <br />INCLUDING PROCEDURAL PROVISIONS. <br />Mayor Narvaiz opened the public hearing and asked if anyone wished to <br />speak. No one did, so Mayor Narvaiz closed the public hearing. <br />Mayor Narvaiz introduced a public hearing and consideration of approval of <br />an Ordinance on first reading, the caption which was read as follows: <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />ADOPTING A REVISED SAN MARCOS HORIZONS CITY MASTER PLAN SECTOR FOUR <br />PLAN; INCLUDING PROCEDURAL PROVISIONS; AND PROVIDING FOR PENALTIES. <br />Mayor Narvaiz opened the public hearing and asked if anyone wished to <br />speak. No one did, so Mayor Narvaiz closed the public hearing. Mr. <br />Guerrero moved for approval of the Ordinance on first reading, and Ms. <br />Couch seconded the motion, which passed unanimously. <br />
