Regular Meeting June 19, 2007 Page 9 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, OPPOSING THE ENACTMENT OF CERTAIN PROVISIONS CONTAINED IN UNITED STATES SENATE BILL 1300, ENTITLED THE AVIATION INVESTMENT AND MODERNIZATION ACT OF 2007. Mr. Guerrero moved for adoption of the Resolution, and Ms. Couch seconded the motion. Mr. O'Leary stated the San Marcos Municipal Airport is a general aviation air facility and the Federal Aviation Administration has proposed a new fee structure that will impose user fees on general aviation for weather briefings, flight planning, and landing fees. He stated these services are currently provided to general aviation at no direct cost to private and corporate pilots. U.S. Senate Bill 1300, The Aviation Investment and Moderation Act of 2007 would impose these fees as well as increases in aviation fuel and gas taxes to users of general aviation airports. He also stated he feels these fees would have a negative effect on the San Marcos Municipal Airport, the airport users, and tenants. He stated this Resolution was recommended and approved by the Airport Commission. The Council then voted unanimously for adoption of the Resolution. Mayor Narvaiz introduced approval of one appointment to Airport Commission. Mayor Narvaiz moved to appoint Shane Fraser to complete the vacancy, which passed unanimously. Mayor Narvaiz introduced a public hearing on an Annexation Ordinance, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, ANNEXING TO THE CITY A TRACT OF LAND CONTAINING 30.15 ACRES, MORE OR LESS, LOCATED WEST OF IH -35 BETWEEN POSEY AND CENTERPOINT ROADS (CORRIDOR BUSINESS PARK); APPROVING A SERVICE PLAN FOR THIS TRACT; AND INCLUDING PROCEDURAL PROVISIONS. Mayor Narvaiz opened the public hearing and asked if anyone wished to speak. No one did, so Mayor Narvaiz closed the public hearing. Mayor Narvaiz introduced a public hearing and consideration of approval of an Ordinance on first reading, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, ADOPTING A REVISED SAN MARCOS HORIZONS CITY MASTER PLAN SECTOR FOUR PLAN; INCLUDING PROCEDURAL PROVISIONS; AND PROVIDING FOR PENALTIES. Mayor Narvaiz opened the public hearing and asked if anyone wished to speak. No one did, so Mayor Narvaiz closed the public hearing. Mr. Guerrero moved for approval of the Ordinance on first reading, and Ms. Couch seconded the motion, which passed unanimously.
