<br />RECOMMENDATIONS FOR OUTDOOR WATER USES <br />I. Low/No-Cost Strategies for Remainder of FY 88-89 <br /> A. Car Washing <br /> 1. Require wbenefitH car washes to locate at existing car <br />wash businesses (self-service type), responsibility of working <br />out details with car wash owner rests on fund-raising leader. <br />Encourage groups to do other fund-raising projects such as <br />collecting recyclable goods. <br /> 2. Start draft of an ordinanace that prohibits water waste <br />(water flowing across or onto non-plant surfaces). Include fine <br />as penalty. <br /> B. Landscaping <br /> 1.S01icit free Xeriscape information from the EUWD to <br />provide to citizens <br /> 2. Join National Xeriscape Council, Inc. ($100) <br /> 3. Pro~ote a year-round watering restriction: even number <br />addresses wafer on even number days, odd number addresses water <br />on odd number days. <br />II. Proposed Items for FY 89-90 Budget <br /> A. Landscaping <br /> 1. Send water conservation staff person and staff member <br />from PARD to annual Texas Xerscape Conference in Arlington <br /> 2. Have all staff involved with landscape maintenance <br />trained in Xersicape practices. <br /> 3. Implement water-waste ordinance <br /> 4. Provide funding or in-kind services to help completion <br />of Xeriscape garden at Old Fish Hatchery building. <br /> 5. Actively promote EUWD programs in San Marcos (Xeriscape <br />contest, teaching/training, et c. ). <br /> B. Car Washing <br /> 1. Amend building code to require new car wash businesses <br />to be recycling type. <br />III. Long Term Planning Strategies and/or Projects <br /> A. Car Washing <br /> 1. Provide incentives (tax relief?) for existing car <br />washes to retrofit for recylcing ... require changeover by 1995. <br /> B. Landscaping <br /> 1. Install water-conserving landscaping and impleMent <br />conservation maintenance practices around City Hall and other <br />public buildings. <br />
