The Council then voted unanimously for adoption <br />of the Resolution. <br />Mayor Narvaiz introduced for consideration of approval of one appointment <br />to the Ethics Review Commission. Mr. Guerrero moved to appoint Kathleen <br />Dial to fill the vacancy, which passed unanimously. <br />Mayor Narvaiz introduced for consideration of approval of one appointment <br />to Main Street Advisory Board. Mr. Bose moved to appoint Bill Blocker as a <br />Downtown representative, which passed unanimously. <br />Mayor Narvaiz introduced for consideration of approval of two appointments <br />to Zoning Board of Adjustments. Mr. Guerrero moved to appoint William G. <br />"Bill" Taylor, as a voting member, and Mr. Jones moved to appoint James <br />Skiles, as the second alternate, which passed unanimously. <br />Mayor Narvaiz introduced a public hearing to accept citizen comments on <br />Community Development Block Grants (CDBG) 2007 Action Plan allocations. <br />Mayor Narvaiz opened the public hearing and asked if anyone wished to <br />speak. 1) Penny Dunn, Village of San Marcos, stated the Village is a <br />collaboration of non - profit organizations coming together to bring a one <br />place stop. She stated this has been a long term goal of non - profit <br />organizations. She also stated the Village is a community that fosters <br />efforts between public and private; celebrate rich ethnic heritage. 2) Pat <br />Tessaro, Hays County Area Food Bank, encouraged the Council to support the <br />Village CDBG request. She provided the Council with a folder of the <br />Village project. She explained the lay out of the folder and the <br />advantages of one stop shopping. 3) Ruben Garza, Southside Community <br />Center, encouraged the Council to support the housing rehabilitation <br />program. He stated this program has brought neighborhood revitalization <br />to these areas and is a vital part of affordable housing. Mayor Narvaiz <br />asked if anyone else wished to speak.
