Regular Meeting April 3, 2007 Page 7 <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />AMENDING THE OFFICIAL ZONING MAP OF THE CITY TO ESTABLISH THE ZONING <br />FOR A 119.165 ACRE, MORE OR LESS, TRACT OF PROPERTY LOCATED IN TRACT <br />88 OF THE JUAN M. VERAMENDI SURVEY NO. 1, FRONTING THE 2500 -2800 <br />BLOCKS OF IH -35 SOUTH AS "PDD" PLANNED DEVELOPMENT DISTRICT, WITH BASE <br />ZONING OF "GC" GENERAL COMMERCIAL DISTRICT (113.133 ACRES, MORE OR <br />LESS), "MU" MIXED USE DISTRICT (6.032 ACRES, MORE OR LESS); APPROVING <br />A LAND USE PLAN AND DEVELOPMENT STANDARDS FOR THE STONE CREEK CROSSING <br />PDD; INCLUDING PROCEDURAL PROVISIONS; AND PROVIDING FOR PENALTIES. <br />Mayor Narvaiz introduced for consideration the reconsideration of adoption <br />of a Zoning Ordinance. The Council choice not to reconsider the Zoning <br />Ordinance, the caption reads as follows: <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MAROCS, TEXAS, <br />APPROVING AN AMENDMENT TO THE FUTURE LAND USE MAP FROM COMMERCIAL TO <br />LOW DENSITY RESIDENTIAL, FOR AN 1.703 ACRE, MORE OR LESS, TRACT OF <br />LAND LOCATED AT 1100 PROSPECT STREET; FOR AMENDING THE OFFICIAL ZONING <br />MAP OF THE CITY BY REZONING THIS TRACT FROM "D" DUPLEX DISTRICT TO <br />"SF -6" SINGLE FAMILY DISTRICT; INCLUDING PROCEDURAL PROVISIONS; AND <br />PROVIDING FOR PENALTIES. <br />Mayor Narvaiz stated she was moving up Item 29. Mayor Narvaiz introduced a <br />discussion and receive a presentation regarding the Transit Task Force and <br />direction to Staff. Mr. O'Leary introduced Linda Cherrington of the Texas <br />Transportation Institute, who is here to brief Council on the status of <br />Transit Coordination Task Force represented by the City, Texas State <br />University and CARTS on coordination of our public and student transit <br />systems. Linda Cherrington provided the Council with a powerpoint <br />presentation on Transportation systems in San Marcos. She stated currently <br />there are two independent transit services, which if the two systems were <br />consolidated more state funds could be received. Ms. Robertson inquired to <br />whether it would be cost effective to run smaller buses or a van system. <br />Ms. Cherrington stated she feels it would be more flexible with large <br />vehicles on all routes. Mr. Bose inquired to whether there is a study on <br />larger vehicles and the damage they could to the roads. Ms. Cherrington <br />stated the larger buses are scheduled for the larger streets. She stated <br />they did not do a study on large buses and road damage. Mayor Narvaiz <br />stated she feels this powerpoint should be provided to the Transportation <br />Advisory Board and allow them to review and make a recommendation to the <br />Council. Mr. O'Leary stated he will provide this powerpoint to the <br />Transportation Advisory Board and come back to Council with the next step. <br />Mayor Narvaiz stated she was moving up Item 28. Mayor Narvaiz introduced a <br />discussion and receive a presentation regarding the Fiscal Year 2006 <br />Comprehensive Annual Financial Report (CAFR) and direction to Staff. Mr. <br />O'Leary stated the City's Auditor, Patillo, Brown & Hill, will report on <br />the financial condition of the City for the most recently completed fiscal <br />year. The report will reflect revenues, expenditures and fund balances for <br />the City's major funds. Chris Pruitt, Patillo, Brown & Hill, stated the <br />
