Mr. Bose inquired to whether there is a need for another drainage pipe. Mr. Coonan stated this channel will drain into trench for sewer line, not the sewer line directly. He stated the goal is to get water away from the ditch. Mr. Guerrero stated he feels the Council may want to experiment with the back area, and then look in to making adjustments elsewhere. Mr. Thomaides stated he feels the Council should discuss this at their Visioning Workshop. The Council agreed by consensus to move forward with this project. Synchronization discussion. Ms. Anderson stated the hardware has been changed; new lights up; radio up for signals; video detectors installed; adding a few more locations to see signal timing plans for off peak hours. She stated the conduit and the wiring has been completed. She stated the next step is to finalize the major construction and bring in timing plans and implement those projects. Mr. Guerrero inquired to the status of the lights at Wonder World and IH -35. Ms. Anderson stated TxDOT is still working on this project. Mr. Thomaides inquired to pedestrian timers and how locations are chosen. Ms. Anderson stated the focused is on downtown and other heavy traffic areas. Mr. Thomaides inquired to whether some of the poles could be retrofited. Ms. Anderson stated yes, there are 6 different locations with the timers. Mr. O'Leary stated Staff will provide updates on these projects next week in a book of projects, which will be updated on a monthly basis. Mayor Narvaiz introduced an Executive Session pursuant to the Government Code, Section 551.071, to seek the City Attorney's advice regarding pending litigation, contemplated litigation, a settlement offer, or a matter involving attorney- client privilege (potential litigation over CUP). The Council adjourned into Executive Session at 10:10 p.m. Mayor Narvaiz announced the Council would reconvene at 10:40 p.m. Mayor Narvaiz introduced for consideration adoption or direction to Staff about matters discussed in Executive Session. Mr. O'Leary stated the Council received an update from the Interim City Attorney regarding a potential CUP lawsuit.
