Mr. O'Leary stated the applicant approached the City to build an <br />accessory dwelling on unplatted property adjacent to his existing home. The <br />existing home was a pre- existing non conforming use on property that was <br />not a legal lot. He stated this property had been separated out from the <br />adjacent commercial parcel owned by the same individual. He also stated the <br />zoning and land use designations were essentially artifacts and did not <br />reflect current usage, or property lines shown on County Tax Records. <br />Portions were considered commercial land and parts were zoned for duplexes. <br />Mr. O'Leary stated the applicant requested appropriate zoning for the <br />desired construction and the Planning and Zoning Commission's actions were <br />based on his reported ownership. Since this was not a legal lot, the <br />actions were conditioned on the applicant platting the lot prior to the <br />case going to City Council. Ms. Robertson inquired to whether the <br />applicant would be building on the newly platted portion. Mr. O'Leary <br />stated the applicant would be building on the newly platted portion. The <br />Council then voted unanimously for adoption of the Zoning Ordinance. <br />Mayor Narvaiz introduced setting a date for Visioning Workshop. Ms. <br />Robertson moved to set the Visioning Workshop to Friday, March 30, 2007, at <br />8:30 a.m. at the North Carolina Furniture Direct, and Mr. Guerrero seconded <br />the motion, which passed unanimously. <br />Mayor Narvaiz introduced setting a date for Workshop to Review 2007 CDBG <br />funding requests. Mr. Guerrero moved to set the Workshop to Review 2007 <br />CDBG funding on Monday, April 9, 2007, at 6:00 p.m. in the Council <br />Chambers, and Mr. Bose seconded the motion, which passed unanimously. <br />Mayor Narvaiz introduced a discussion regarding Allenwood Homes drainage <br />channel and update on Traffic Signal Synchronization Project and direction <br />to Staff. Laurie Anderson, Director of Engineering Department, stated in <br />January the Council requested the Engineering Department to address the <br />complaints regarding Allenwood Homes. She stated she met with Albert <br />Sierra, Steve Coonan, and Herold Ellison. She stated Cynthia Lancaster with <br />Alan Plummer Associates, Inc. provided a Memorandum regarding the drainage <br />ditch between Allenwood Homes and Bobcat Stadium. She stated Alan Plummer <br />Associates are recommending permeable concrete pavers. Mr. Thomaides <br />inquired to whether the concrete pavers will allow mowers to go through. <br />Steve Coonan, Alan Plummer Associates, stated the concrete pavers will allow <br />mowers. He stated the pavers also allow for the drainage to drain. He <br />stated the problem is because this area is extremely flat, which causes <br />deposition of material as the water is moving. He also stated this area <br />stays moist, and makes it difficult to mow. He stated his recommendation is <br />to come in with Porous Pavers, which allows mowing of the vegetation and the <br />creek will stay drier and be mowed on a regular basis. The estimated cost <br />to install the pavers is $140,000.00 to $160,000.00 for the full length of <br />the channel. Mr. Thomaides inquired to whether the channel in the back <br />
