Regular Meeting March 20, 2007 Page 7 <br />the number of firms which applied to the RFQ. Chief Baker stated 13 firms <br />responded to the RFQ. Mr. Thomaides inquired to the cost of the design. <br />Chief Baker stated the best estimate is $250.00 a square feet. He also <br />stated he feels the City will need a facility up to 20,000 square foot <br />building. Ms. Robertson stated she feels the Council should place a cap <br />on the cost once project costs are known. Chief Baker stated by billing by <br />the hour, the City will know the exact costs. Mayor Narvaiz stated this <br />is a lot of money. She inquired to why there is not a cost, since this <br />firm does this type of project a lot. Mr. Thomaides stated he wants <br />regular updates on the status of what they feel the design needs will be <br />and what the corresponding fees will be. Mr. O'Leary stated he will come <br />back with options and probable costs of this project. The Council then <br />voted unanimously for adoption of the Resolution. <br />Mayor Narvaiz introduced for consideration Item 12, removed from the <br />Consent agenda, adoption of a Resolution, the caption which was read as <br />follows: <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />APPROVING AN AGREEMENT BETWEEN THE CITY AND BROADDUS & ASSOCIATES, <br />INC. FOR THE PREPARATION OF A DOWNTOWN MASTER PLAN FOR THE CITY; <br />AUTHORIZING THE CITY MANAGER TO EXECUTE THIS AGREEMENT ON BEHALF OF <br />THE CITY AND DECLARING AN EFFECTIVE DATE. <br />Mr. Guerrero moved for adoption of the Resolution, and Ms. Couch seconded <br />the motion. Mr. O'Leary stated this contract with Broaddus is to assist the <br />City in a Downtown Master Plan. Mr. Bose stated this plan does not include <br />a parking garage. Andy Alarcon, Planning Development Department, stated the <br />plan has basic components, definition of the character of the downtown, <br />including the corridor. He stated it also includes a market study, the <br />recommended circulation, and recommendations for financing. He stated the <br />items identified to be in the Master Plan came about through a survey, the <br />Downtown Task Force, and Planning & Zoning Commission. He stated <br />originally $106,000.00 was budgeted and now the budget is at $188,000.00. <br />He stated three firms responded to the RFP and Broaddus and Associates was <br />selected. He stated Broaddus was given the task of staying within the <br />$188,000.00, which did not include the parking garage study. He also <br />stated parking will be reviewed and the impact it has on the downtown area. <br />Mayor Narvaiz asked if this plan will review the existing conditions of our <br />parking situation and then make their recommendations. Mr. Alarcon stated <br />this plan will review the parking to a limited extent, but will not include <br />the kind of analysis he felt the Council was wanting. He stated this is <br />more than a traffic study, it is more of what the Main Street Advisory Board <br />is requesting and the Downtown Master Plan Task Force wants is an estimate <br />for more parking. He stated this type of study will take more analysis. <br />Mr. Jones inquired to the other items that are not in this plan.
