Ms. Franks stated the master plan analysis will include the parking situation, and would include the possibility of the parking garage. She stated the Boards would like to look at different needs. Mayor Narvaiz inquired to a clarification of the Boards request. Ms. Franks stated a way finding, is the signage to show how to get around, which the Parking Board has looked at for several years. She stated they also wanted to know how many parking spaces are available. Mr. Bose stated he feels this is not a parking study, but an overall look at Downtown. Mr. Guerrero inquired to the cost of the parking studies. Mr. Alarcon stated when Staff met with the Main Street Advisory Board, they were asked to see how much the parking study would be. He stated the cost for parking would be $37,000.00, way finding $27,000.00 and $23,000.00 for detailed guidelines. Mr. Thomaides stated he feels it would be less expensive to all groups if this was done at one time. Carol Barrett, Director of Planning and Development, stated $37,000.00 would give the City a detailed description of the parking garage cost estimates and the revenues. Mayor Narvaiz inquired to what Ms. Barrett would recommend. Ms. Barrett stated her recommendation would be to not wait for the study to be over. At that point would ask for a recommendation during the study to get the money to implement ideas the study wants. Mr. O'Leary stated there have been a lot of problems in the area and solutions. He feels the downtown area should be re- evaluated and a bigger picture should be reviewed. Mr. Thomaides stated he feels the City would not get the big picture without the investment of money. Mr. O'Leary stated the City will get the big idea for the funds, and then come back to Council to implement ideas. Mr. Guerrero stated he feels this should be discussed during the Visioning Workshop. Mayor Narvaiz stated she feels the City should wait to see what the study says. The Council then voted unanimously for adoption of the Resolution. Mayor Narvaiz stated she was moving Item 21 up in the Agenda. Mayor Narvaiz introduced a public hearing and for consideration adoption of a Zoning Ordinance, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING THE OFFICIAL ZONING MAP OF THE CITY TO ESTABLISH THE ZONING FOR A 119.165 ACRE, MORE OR LESS, TRACT OF PROPERTY LOCATED IN TRACT 88 OF THE JUAN M. VERAMENDI SURVEY NO. 1, FRONTING THE 2500 -2800 BLOCKS OF IH -35 SOUTH AS "PDD" PLANNED DEVELOPMENT DISTRICT, WITH BASE ZONING OF "GC" GENERAL COMMERCIAL DISTRICT (113.133 ACRES, MORE OR LESS), "MU" MIXED USE DISTRICT (6.032 ACRES, MORE OR LESS); APPROVING A LAND USE PLAN AND DEVELOPMENT STANDARDS FOR THE STONE CREEK CROSSING PDD; INCLUDING PROCEDURAL PROVISIONS; AND PROVIDING FOR PENALTIES.
