Regular Meeting March 6, 2007 Page6 <br />Motion failed. Mr. Thomaides moved to amend the Ordinance by extending the <br />time restriction to 6:30 p.m., and Ms. Couch seconded the motion, which <br />passed unanimously. The Council then voted unanimously for the adoption of <br />the Ordinance on emergency. Mayor Narvaiz thanked everyone for their hard <br />work and for outlining the big issue of parking in the neighborhoods. Mr. <br />Thomaides stated he will be attending the National League of Cities <br />Conference this month where there are members of University Council. He <br />stated in the past he has heard of different ideas from other cities and <br />this year he will focus on this issue. <br />Mayor Narvaiz stated she is moving Item 23 up. Mayor introduced removal <br />from table and considers adoption of Resolution, the caption which was read <br />as follows: <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS TEXAS, <br />SUPPORTING THE EFFORTS OF THE GUADALUPE BASIN COALITION IN SUPPORTING <br />CHANGES TO THE EDWARDS AQUIFER ACT THAT WOULD ENCOURAGE PROTECTION <br />OF SPRING FLOWS AND LIMITATIONS ON PUMPING IN TIMES OF DROUGHT; AND <br />OTHERWISE SUPPORTING MEASURES TO PROTECT THE EDWARDS AQUIFER AND <br />SPRING FLOWS. <br />Mr. Jones moved to remove the Resolution from the table, and Ms. Couch <br />seconded the motion, which passed unanimously. Ms. Robertson moved for <br />adoption of the Resolution, and Mr. Jones seconded the motion. Mr. O'Leary <br />stated at the last Regular Council Meeting the Council tabled this <br />Resolution to allow for the Coalition to amend the pumping law. Mr. <br />Thomaides inquired to the pumping cap in Part 3 of the Resolution. Tom <br />Taggart, Director of Water /Wastewater, stated the Coalition pumping cap <br />will be delayed until 2010 when the Legislation develops a long term plan. <br />Mr. Thomaides inquired to whether supporting this Resolution shows the <br />Coalition that the City wants the caps to remain at 450 and not be <br />increased. Mr. Taggart stated he feels the way to act on this issue was the <br />way the Resolution is worded, that by a certain date, if there are amounts <br />permitted, in a later date would be reduced. He stated what the law allows <br />now is the 450 cap when the deadline date is reached. He also stated GBC <br />feels the cap should remain in place and if the cap is at a higher number, <br />then it should be reduced, and the deadlines moved back for two years. Ms. <br />Robertson moved to amend Part 3 in the Resolution to add 450,000 acre -feet <br />per year, and Mr. Jones seconded the motion, which passed unanimously. Mr. <br />Jones thanked Mr. Taggart for his hard work on this project. The Council <br />then voted unanimously for the adoption of the Resolution. <br />Mayor Narvaiz introduced for consideration Item 15, removed from the <br />Consent agenda, adoption of a Resolution, the caption which was read as <br />follows: <br />
