He stated he feels this Ordinance is <br />singling out a section of town and all citizens has a right to the streets. <br />He stated he also feels the towing should be eliminated or the City should <br />consider owning their own impound lot. Sabas Avila, Assistant Engineer, <br />stated the City does have guidelines for parking restrictions. He stated <br />the restrictions are to ensure safety and the parking in this neighborhood <br />did not warrant restrictions based on the street width. He also stated if <br />there is an area that is constantly having blocked areas, those would <br />warrant restrictions. Mr. Bose stated there was no parking signs placed <br />along Holland Street to Sessoms. Ms. Couch inquired to whether there are <br />no parking signs up in this neighborhood. Mr. Avila stated there are no <br />parking signs up in this neighborhood at any time. He stated the City <br />Engineer has the authority to install no parking signs, but tow away and <br />time restricts can only be done by Ordinance. Ms. Couch inquired to <br />whether has been any improvements. Mr. Dees stated currently there is no <br />parking at any time. He stated the neighborhood would prefer time <br />restriction, which would allow for their guest to be able to park. Mayor <br />Narvaiz inquired to whether the neighborhood has seen an improvement since <br />the signs have been installed. Mr. Dees stated yes there has been <br />improvement on Alamo Street, but the traffic has moved to Ridgewood. Mr. <br />Jones moved to amend the Ordinance by removing the two away authority in <br />Section 1, and Ms. Couch seconded the motion. Mr. Thomaides inquired to <br />whether towing was controlled by the State or by Cities. Andy Quittner, <br />Interim City Attorney, stated towing is primarily controlled by the State <br />of Texas. Mr. Thomaides inquired to whether the Council could set up an <br />impound lot. Mr. Quittner stated the City can set up an impound lot. <br />Howard Williams, Chief of Police, stated Police are not allowed to tow on <br />private property. He stated on a public street the police must call and <br />the tower company to tow the car. On roll call for the amendment the <br />following vote was recorded: <br />AYE: Couch, Robertson and Jones. <br />NAY: Bose, Narvaiz and Thomaides. <br />ABSTAIN: None. <br />Motion failed due to majority not being met. <br />the Ordinance to approve on second reading, <br />motion.
