Regular Meeting February 20, 2007 Page 4 <br />Mayor Narvaiz stated she is moving Item 18 up. Mayor Narvaiz introduced for <br />consideration adoption of Resolution, the caption which was read as follows: <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS TEXAS, <br />SUPPORTING THE TXDOT -- HAYS COUNTY PARTNERSHIP PROGRAM INCLUDING PASS <br />THROUGH FINANCING FOR HIGHWAY 21, FM 1626, RANCH ROAD 12, AND FM 110. <br />Mr. Guerrero moved for adoption of the Resolution, and Mr. Jones seconded <br />the motion. Mayor Narvaiz stated Commissioner Conley is here to speak to <br />the Council regarding this Resolution. Will Conley, County Commissioner, <br />said this pass through financing is the same type of pass through the City <br />did for the Wonder World Extension. He stated that the Texas Department of <br />Transportation through the use of pass through financing, in partnership <br />with Hays County proposed improvements to Highway 21, FM 1626, Ranch Road 12 <br />and FM 110. Pass through financing places the majority of the construction <br />cost burden on the users of the roads through payment from TxDOT. He stated <br />this project will improve safety and transportation in Hays County. The <br />Council voted unanimously to adopt the Resolution. <br />Mayor Narvaiz stated Item 12 will be moved up due to several citizens <br />present to speak on this item. Mayor Narvaiz introduced for consideration <br />approval of Ordinance on second reading, the caption which was read as <br />follows: <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS <br />RESCINDING AND REPEALING ORDINANCE 1989 -70 PERTAINING TO TAXATION OF <br />FREEPORT PROEPRTY FOR TAX YEARS 2007 AND THEREAFTER; AMENDING ARTICLE 4 <br />OF CHAPTER 78, AD VALOREM TAXATION, OF THE CITY OF SAN MARCOS CODE OF <br />ORDINANCES TO ADD A NEW SECTION, EXEMPTION OF FREEPORT PROPERTY; AND <br />PROVIDING AN EFFECTIVE DATE. <br />Mayor Narvaiz stated several citizens have signed up to speak on this Item. <br />1) 011ie Giles stated she opposes this Ordinance. She stated she feels the <br />Council should be spending more time improving traffic, University issues <br />and downtown. She encouraged the Council to take care of the small <br />businesses. 2) Earl Moseley, President of United Way of Hays County, read <br />a letter in support. He stated he feels this exemption will create more <br />jobs in the City. 3) Kim Moore, Global Marketeering, provided an updated <br />spreadsheet of organizations who receive donations and sponsorships from San <br />Marcos Manufactures. She also read a letter of support from Carlton Schwab, <br />Texas Economic Development Council. 4) Chris Hinkelmann encouraged the <br />Council to support the Freeport exemption. He stated he graduated from Gary <br />Job Corp. and has been working in San Marcos ever since. He also stated he <br />plans to attend Texas State in the fall. 5) Terrell Schwerke stated he has <br />been an employee of 13 years at Goodrich. He stated his job attracted him <br />to San Marcos. He stated he also feels San Marcos needs this exemption to <br />help attract more business and people. 6) Richard Deleon stated he has <br />been employed at Mensor for 3 years and is the president of LULAC. He <br />encouraged the Council to support the Freeport exemption. He stated he <br />feels San Marcos needs more manufacturers. 7) Javier Castillio stated he <br />has been employed at Goodrich for 10 years. He stated he buys from small <br />
