He stated that he does have a problem with those businesses that <br />have already benefited from other incentives. Mr. Thomaides stated he feel <br />there are other incentives that can be offered to new businesses. He also <br />stated San Marcos is going to grow without the Freeport tax. He stated <br />this exemption will affect the budget and make San Marcos even more <br />dependent on sales tax. He also stated other businesses and citizens will <br />benefit from these exemptions. He stated that San Marcos may be the only <br />City without this exemption, but San Marcos has a lot of manufacturers. Ms. <br />Couch thanked all the speakers who spoke tonight. She stated as a small <br />business owner she struggled, but feels the struggles make you stronger. <br />She stated that she feels San Marcos will benefit from this exemption. She <br />also stated manufacturers are here to give back to the community. Mr. Bose <br />stated in 1989 when the Freeport tax was approved, manufacturers never asked <br />for this exemption. He stated that if this exemption is approved then there <br />will be a loss of taxes and the Council will need to make adjustments in <br />next year's budget. He stated triple Freeport tax means City, County and <br />School, which means the school will be giving up much more. Mr. Guerrero <br />stated he has lived in San Marcos his whole life and he was a recipient of <br />the SMMA scholarship. He stated that he saw his family who worked for <br />manufacturers in San Marcos that closed and then had to find other jobs in <br />Austin. He also stated that he feels this exemption will benefit San Marcos. <br />Mayor Narvaiz stated San Marcos must learn to compete so companies will <br />locate here. She also stated that this exemption will change the community. <br />She stated she feels the tax base needs to be increased and create more <br />jobs. On roll call for adoption of the Ordinance on third and final reading <br />the following vote was recorded: <br />AYE: Couch, Narvaiz, Guerrero and Jones. <br />NAY: Thomaides, Bose and Robertson. <br />Mayor Narvaiz introduced for consideration Item 14, removed from the <br />Consent agenda, adoption of a Resolution, the caption which was read as <br />follows: <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />APPROVING THE EXTENSION OF AN ANNUAL CONTRACT WITH ACTARIS US LIQUID <br />MEASUREMENT, INC. FOR THE PROVISION OF COMPOUND WATER METERS; <br />AUTHORIZING THE PURCHASING MANAGER TO EXECUTE THE APPROPRIATE DOCUMENTS <br />RELATED TO THIS CONTRACT EXTENSION ON BEHALF OF THE CITY AND DECLARING <br />AN EFFECTIVE DATE. <br />Mr. Guerrero moved for adoption of Resolution, and Mr. Bose seconded the <br />motion. Mr. O'Leary stated this Resolution is for an annual contract for <br />Compound Water Meters which expires on March 26, 2007. He stated the terms <br />and conditions of the contract, the City has the option to extend for two <br />additional one year periods. This will be the first extension of the <br />contract. Mr. Bose inquired to whether these meters are digital. Mr. <br />O'Leary stated that currently the meters are digital. Mr. Jones inquired to <br />the timeframe for wireless meters.
