Regular Meeting February 6, 2007 Page 2 <br />Mayor Narvaiz announced the Council would reconvene at 6:59 p.m. <br />Mayor Narvaiz introduced for consideration adoption or direction to Staff <br />on matters discussed in Executive Session. Mr. O'Leary stated the Council <br />received an update and provided direction regarding the downtown area. He <br />stated the Council also received an update regarding the Economic <br />Development Prospect Update Report. He stated the Council will adjourn <br />into Executive Session at the end of the meeting to discuss the remaining <br />items. <br />Mayor Narvaiz led the Pledge of Allegiance. <br />Mayor Narvaiz introduced the Citizen Comment Period. 1) Rick Henderson <br />stated he wished to speak regarding the Downtown Master Plan. He read a <br />letter from the Main Street Advisory Board, which encouraged the downtown <br />growth. 2) Johnnie Armstead, Historic Calaboose, stated she wished to <br />speak regarding Item 25, Freeport Exemption Ordinance. She stated she <br />feels manufacturers were given incentives by coming to the City. She <br />encouraged the Council to discuss this item during budget process. She <br />also stated she feels that this Ordinance will be passed and then the City <br />will not be able to undo this exemption. 3) Sherri Bilson stated that she <br />wished to speak regarding Item #25, Freeport Exemption Ordinance. She <br />stated she feels the City is giving away too much money. She stated she <br />feels the small businesses will keep the world going. 4) Rodney <br />Vanouderkerke stated that he wished to speak regarding Item 26, a <br />discussion regarding permanent art in the park. Mr. Vanouderkerke stated <br />that the Leadership San Marcos Class feels the complete story of San Marcos <br />would encourage people to celebrate their heritage. He stated Chief <br />Placido was a Tonkawa Indian, Texas Ranger and also a friend of Jack C. <br />Hays. He encouraged the Council to accept the proposal to put a statue in <br />the City Park- in front of the Old Fish Hatchery building, which is well <br />lit and a visible place from the street. <br />Mayor Narvaiz introduced the Staff Report. Mr. O'Leary stated he did not <br />have a Staff Report. <br />Mayor Narvaiz introduced the City Council Report. 1) Donovan Knight stated <br />that the Texas State University Alliance Student Government President Kyle <br />Morris sent a letter of support to Hays County for the pass through toll <br />agreement. 2) Donovan Knight stated that the Alliance Student Government <br />is also in support of holding landlords accountable. 3) Donovan Knight <br />stated his appreciation to the Council for allowing students to serve on <br />City Boards and Commissions. 4) Donovan Knight stated that he met with Ken <br />Dees of Alamo Street. He stated he and Mr. Dees walked the Alamo Street <br />neighborhood to see the student parking issues. 5) Mr. Jones thanked Gary <br />Job Corps for allowing him to speak at their graduation. 6) John <br />Thomaides stated he attended the River Foundation banquet. He thanked the <br />River Foundation for a successful banquet. He also stated the River <br />Foundation provided the Council with the oil painting of the San Marcos <br />
