The City of San Marcos is a <br />voting member of the Guadalupe Basin Coalition which has passed a <br />resolution on increasing pumping limits. Tom Taggart, Director of <br />Water /Wastewater, provide the Council with a PowerPoint regarding the <br />Edwards Aquifer Legislation proposed for 2007 Legislative Session. Mayor <br />Narvaiz stated she supports getting some of the others Cities off the EAA, <br />who are not affected by the spring and river flows. Mr. Thomaides thanked <br />Mr. Taggart for his great work. He stated he feels like the other Cities <br />are willing to let the springs go dry. Mr. Taggart stated San Antonio has <br />done a good job of keeping the pumping down, but with the large growth rate <br />they will be pumping at whatever permitted level they can. He stated the <br />EAA has adopted a policy, which will allow the Springs to go dry. Mr. <br />Thomaides stated he feels San Marcos should take a stand opposing the <br />increase pumping, raising the gap and drought protection. Mayor Narvaiz <br />stated she feels the City should stick with a Coalition to get some result. <br />Mr. Jones stated if pumping has to be fought in Court, the City can not do <br />it alone. Mr. Guerrero stated he supports the Coalition. Mr. Taggart <br />stated the EAA meeting is scheduled for January 23rd, where the Attorney <br />General Opinion will be discussed. The Council agreed by consensus to <br />bring back a Resolution at the February 6, 2007 City Council Meeting. <br />Mayor Narvaiz introduced City Council direction on future agenda items. The <br />Council did not have direction on future agenda items. <br />Mayor Narvaiz introduced an Executive Session pursuant to the Government <br />Code, Section 551.087, to discuss commercial or financial information the <br />City has received from a business prospect that the City seeks to have <br />locate, stay or expand in or near the City and with which the City is <br />conducting economic development negotiations, or to deliberate the offer of <br />a financial or other incentive to such a business prospect (Hunter Road, <br />River Ridge and Prospect Update). The Council adjourned into Executive <br />Session at 11:30 p.m. <br />Mayor Narvaiz announced the Council would reconvene at 12:22 a.m. <br />Mayor Narvaiz introduced for consideration adoption or direction to Staff <br />on matters discussed in Executive Session. Mr. O'Leary stated the Council <br />received an update on business prospect negotiations in the Hunter Road <br />area. He stated the Council provided direction regarding negotiations in <br />the River Ridge area.
