Regular Meeting January 18, 2007 Page 10 <br />Mayor Narvaiz introduced a discussion regarding Alamo neighborhood parking <br />and direction to Staff. Mayor Narvaiz stated citizens have signed up to <br />speak on this item. 1) Irene Hindson stated she resides in Hughson <br />Heights. She stated the parking situation has gotten worse. She stated <br />the neighborhood is not interested in parking permits, but they are <br />interested in signage "residential parking only ". 2) Kenneth Dees stated <br />he resides in the Alamo neighborhood. He encouraged the Council to support <br />parking signage. Sabas Avila, Assistant Director of Engineering, stated <br />Alamo Street residents are experiencing spillover student parking from <br />parking restrictions in the Alamo neighborhood. Some neighborhood residents <br />do not want 8 am to 5 pm parking restrictions similar the Alamo <br />Neighborhood. He stated some residents are suggesting the use of a <br />Residential Parking Permit Program. He also stated the City has been able <br />to successfully address residential parking issues using existing policy, <br />which homeowners are not always in agreement with how to implement a <br />parking restriction. Mr. Avila stated the City restricts parking only when <br />warranted by site conditions which limit the safe passage of emergency <br />vehicles. City Code requires a minimum of 14 feet unobstructed travel <br />width for the safe movement of people and vehicles. He stated the City has <br />established criteria for parking restriction in residential neighborhoods <br />based upon pavement width. If parking restrictions are not warranted based <br />on pavement widths, the restriction may still be approved provided more <br />than 75% of the residents are in favor of the restriction and it is <br />approved by the Transportation Advisory Board. Mr. Thomaides inquired to <br />whether restricted parking can be done on both sides of the street. Mr. <br />Avila stated these streets can accommodate parking on both sides and if <br />they want to change that, they will need to go before the Transportation <br />Advisory Board. Mr. Guerrero stated he feels if the Council restricts the <br />parking on these streets, this will affect to other streets in the <br />neighborhood. Mr. Avila stated he does not recommend restricting parking <br />on Alamo Street only. He recommends Alamo Street and the cross streets. <br />Mayor Narvaiz inquired to whether the Transportation Advisory Board has <br />provided a recommendation. Mr. Avila stated this has not gone before the <br />Transportation Advisory Board. Mr. Guerrero stated he feels this issue <br />needs to go before the appropriate Board for a recommendation and also <br />allow the Texas State Student Government Alliance to participate in the <br />discussion. Ms. Hindson stated the neighborhood does not want permit <br />parking, they just want signage. She also stated she feels hourly parking <br />will not work for this area, unless it is for the hours of 7:00 a.m. to <br />6:30 p.m. The City Council agreed by consensus to send this issue to the <br />Parking Advisory Board. <br />Mayor Narvaiz introduced a discussion and they received a presentation <br />regarding Edwards,,Aquifer Authority and direction to Staff. Mr. O'Leary <br />stated the EAA has proposed legislation in the 2007 Texas legislative <br />session that will raise the pumping cap for permitted aquifer withdrawals, <br />create a guaranteed minimum for pumps and other items.
