He stated the the end of the meeting Mayor Narvaiz introduced the Citizen Comment Period. 1) Bibb Underwood stated he wished to speak on Item 24, regarding Ordinance. He thanked the Council for their service. He stated his concern with rescinding and repealing Ordinance pertaining to taxation of Freeport property. He stated he does not feel there is evidence that businesses are not coming to San Marcos because of this Ordinance and the Council needs to research the shortfalls it may cause in the budget. Mayor Narvaiz introduced Staff Report. 1) Mr. O'Leary stated there will be a Blood Drive on Saturday, January 20th at the VFW on Hunter Road. He stated this Blood Drive will be held from 9:00 to 3:00, and will benefit Iraq. 2) Mr. O'Leary thanked the citizens of San Marcos for staying off the streets during the ice storm. He stated by staying off the streets allowed for less emergencies and crews to focus on real emergencies. Mayor Narvaiz introduced City Council Report. 1) Mr. Thomaides thanked the Utility Department for their hard work during the last ice storm. He stated the power was out for about 5 hours and the Electric Utility Department had workers out to repair a utility pole immediately. 2) Ms. Couch thanked Dan O'Leary and his staff for making the Council look good. She also thanked Melissa Millecam for keeping the Council and the citizens informed. 3) Ms. Couch stated she attended the Economic Development meeting on Thursday. 4) Mr. Bose stated he felt Mr. O'Leary and his Staff are performed well during the tornado and the ice storm. He also thanked Mr. Guerrero for filling in for the Mayor while she was stuck in Chicago. 5) Mr. Guerrero thanked Ken Bell and all City Staff, especially utility workers for their hard work during the bad weather. 6) Mr. Guerrero thanked Staff for their acknowledgement after the loss of his grandmother. 7) Mr. Guerrero stated he had attended Leadership San Marcos City and County Government reception. He also thanks to Chief Williams for providing the meeting area. 8) Mr. Guerrero stated he also attended a meeting with AARP. 9) Mr. Jones thanked Mr. O'Leary for their organization during bad weather and that it seemed like San Marcos didn't have as many problems due to ice on roads. 10) Mr. Jones thanked Mr. Guerrero for filling in while
