She also stated this company wants to remain in the <br />downtown area. On roll call the adoption of the Resolution, the following <br />vote was recorded: <br />AYE: Couch, Guerrero, Bose, Robertson and Jones. <br />NAY: Thomaides and Narvaiz. <br />ABSTAIN: None. <br />Mayor Narvaiz introduced for consideration adoption of an Ordinance on <br />emergency, the caption which was read as follows: <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />AMENDING THE CITY'S 2006 -2007 BUDGET TO PROVIDE FUNDING FOR THE <br />OPERATIONS OF THE DRAINAGE MAINTENANCE DIVISION; AND DECLARING AN <br />EMERGENCY. <br />Mr. Guerrero moved for adoption of the Ordinance on emergency, and Ms. <br />Robertson seconded the motion. Mr. O'Leary stated the Council approved <br />this Ordinance on first reading at the Regular Meeting held on January 8, <br />2007. He stated the Council needs to adopt the Ordinance on emergency to <br />put the money in place for the Drainage Maintenance Division. He stated if <br />the Council adopts this Ordinance on emergency, it will provide funding for <br />the purchase of the vacuum trucks for this Division, which will be <br />considered later on this Agenda. The Council then voted unanimously for <br />adoption of the Ordinance on emergency. <br />Mayor Narvaiz introduced for consideration approval of an Ordinance on <br />first reading, the caption which was read as follows: <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS <br />AMENDING THE TRAFFIC REGISTER MAINTAINED UNDER SECTION 82.067 OF THE <br />SAN MARCOS CITY CODE BY AMENDING THE SPEED LIMIT OF ALGARITA STREET <br />AND CHAPARRAL ROAD; INCLUDING PROCEDURAL PROVISIONS; AND PROVIDING FOR <br />PENALTIES. <br />Mr. Guerrero moved for approval of the Ordinance on first reading, and Ms. <br />Couch seconded the motion. Mr. O'Leary stated Council asked Staff to <br />evaluate the situation and make a recommendation. He stated studies of <br />Algeria Street and Chaparral Road show that the current speed limit is <br />unsafe. Algeria Street and Chaparral Road meet the state requirements for <br />25 miles per hour speed limits. Mr. Guerrero inquired to how this speed <br />limit change will be enforced. Howard William, Police Chief, stated after <br />the Ordinance takes affect and the signage goes up, their will be a two <br />week education period and then tickets will be issued.
