Mayor Narvaiz introduced for consideration Item 23, removed from the <br />consent agenda, adoption of a Resolution, the caption which was read as <br />follows: <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS <br />SUPPORTING THE PASSAGE OF STATE LEGISLATION REQUIRING PRODUCERS OF <br />ELECTRONICS AND COMPUTERS TO PARTICIPATE IN TAKEBACK RECYCLING <br />PROGRAMS, AND ADOPTION OF STATEWIDE PROCUREMENT GUIDELINES TO REQUIRE <br />VENDORS WHO PROVIDE PRODUCTS TO STATE AND LOCAL GOVERNMENTS TO TAKE <br />BACK DISCARDED ELECTRONIC PRODUCTS. <br />Mayor Narvaiz stated a citizen has signed up to speak regarding this item. <br />Robin Schneider, Texas Campaign for the Environment, encouraged the City <br />Council to support this Resolution. She stated the City of Dallas and the <br />City of Georgetown have already adopted a Resolution supporting the passage <br />of State Legislation requiring producers of electronics and computers. She <br />stated this Legislation will take the burden off the shoulders of cities. <br />She provided a list of supporters. Mr. Thomaides moved for adoption of the <br />Resolution, and Ms. Robertson seconded the motion. Ms. Robertson inquired <br />to whether there was a downside to this Resolution. Ms. Schneider stated <br />she feels there is not a downside to this Resolution. Ms. Robertson <br />encouraged the citizens to take their old computer and laptops to Goodwill. <br />Mr. Jones inquired to whether there is a cost involved. Ms. Schneider <br />stated the cost is built into the cost of the product. The Council then <br />voted unanimously for adoption of the Resolution. <br />Mayor Narvaiz introduced for consideration of approval of appointment to <br />Austin San Antonio Intermunicipal Commuter Rail District Board. Mr. <br />Guerrero moved for approval of appointment to Austin San Antonio <br />Intermunicipal Commuter Rail District Board, and Mr. Jones seconded the <br />motion. Mr. Guerrero to appoint John Thomaides to the Austin San Antonio <br />Intermunicipal Commuter Rail District Board, and Mr. Jones seconded the <br />motion. On roll call the following vote was recorded: <br />AYE: Couch, Bose, Narvaiz, Guerrero, Robertson and Jones. <br />NAY: None. <br />ABSTAIN: Thomaides. <br />The Council then voted unanimously for approval of appointment to Austin <br />San Antonio Intermunicipal Commuter Rail District Board. <br />Mayor Narvaiz introduced a public hearing and consideration of adoption <br />Zoning Ordinance, the caption which was read as follows: <br />
