review this item since it is an annual cost cut of $212,000.00 from the <br />City's Budget. He stated there are three things to consider. 1) He stated <br />if the City does this, it would act as a tax cut and the City would be <br />forced to increase property taxes or cut other improvements. 2) He stated <br />this would cause of problems due to the use of roads, fire and police <br />services, 3) He stated this would be an annual loss which could be equal to <br />2 Police Officers, or sidewalks, or street improvements. Mayor Narvaiz <br />stated she first heard about the Freeport taxes four years ago. She stated <br />Council received a letter from the Economic Development Board on November <br />22, 2006, requesting the Council to consider this item. She stated she <br />feels this Ordinance will help bring new businesses. She also stated the <br />City has not raised taxes for five years and citizens have stated they <br />would like a high qualify of life in San Marcos. Mr. Jones stated he feels <br />if the City gets that one big manufacturer then the City will be able to <br />recover the loss money. Mr. Guerrero moved to table the Ordinance and Mr. <br />Bose seconded the motion. Mr. Guerrero removed his motion and Mr. Bose <br />removed his second. Ms. Robertson stated she feels the City should wait <br />until there is a prospect requesting this exemption. Mayor Narvaiz stated <br />the City has had prospects. Ms. Moore stated that because we do not have <br />this exemption, San Marcos is cut from the short list of companies that are <br />seeking this exemption. She stated currently out of the 67 prospects only <br />20 of them would be able to take advantage of this and out of the 18 <br />manufacturers the City currently has only 8 that are eligible to use this <br />exemption. Mr. Guerrero moved to table the Ordinance until the next <br />Regular Meeting scheduled for January 16, 2007, and Mr. Bose seconded the <br />motion. On roll call for table of the Ordinance, the following vote was <br />recorded: <br />AYE: Couch, Bose, Narvaiz, Bose, Robertson and Jones. <br />NAY: Thomaides. <br />ABSTAIN: None. <br />Mayor Narvaiz introduced consideration of reconsideration of Zoning <br />Ordinance. The Council chose not to reconsider, the caption reads as <br />follows: <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MAROCS, TEXAS, <br />APPROVING AN AMENDMENT TO THE FUTURE LAND USE MAP FROM "HI" HEAVY <br />INDUSTRIAL DISTRICT TO "HC" HEAVY COMMERCIAL DISTRICT, FOR AN 8.22 <br />ACRE, MORE OR LESS, TRACT OF LAND LOCATED AT 1942 IH -35 SOUTH; FOR <br />AMENDING THE OFFICIAL ZONING MAP OF THE CITY BY REZONING THIS TRACT <br />FROM "HI" HEAVY INDUSTRIAL DISTRICT TO "HC" HEAVY COMMERCIAL DISTRICT; <br />INCLUDING PROCEDURAL PROVISIONS; AND PROVIDING FOR PENALTIES. <br />
