Mayor Narvaiz introduced consideration of approval to set a City Council <br />Special Meeting on Wednesday, January 24, 2007 at 12;00 p.m. Mr. Bose <br />moved to set a City Council Special Meeting on Wednesday, January 24, 2007 <br />at 12:00 p.m., and Mr. Guerrero seconded the motion. On roll call the <br />following vote was recorded: <br />AYE: Thomaides, Couch, Bose, Narvaiz, Guerrero and Robertson, <br />NAY: None. <br />ABSTAIN: Jones. <br />Mayor Narvaiz introduced a discussion regarding drainage channel adjacent <br />to CM Allen Homes located on Thorpe Lane and direction to Staff. Laurie <br />Anderson, Director of Engineering, provided a powerpoint regarding the <br />Thorpe Lane Drainage Channels. Herold Ellison provided pictures of the <br />drainage at Allenwood Homes. Mr. Bose stated if gravel is put into the <br />drainage, would the gravel flow away. Ms. Anderson stated this is <br />something the Engineering Department will need to review. Mr. Thomaides <br />inquired to where the water that stands in Channel B comes from. Ms. <br />Anderson stated the water comes from discharge drainage from Thorpe Lane <br />and behind Springtown Mall. Mr. Thomaides inquired to where the water <br />water that stand in Channel A comes from. Ms. Anderson stated she is still <br />investigating the water in Channel A. Mr. Ellison stated the water comes <br />from Thorpe Lane, Robbie Lane and the University parking lot. Mr. <br />Thomaides stated he feels there should be testing done to find out where <br />the standing water comes from. Ms. Anderson stated an analysis can be done <br />by a Drainage Engineer. The Council agreed by consensus for the <br />Engineering Department to review and provide an anylasis and bring back to <br />the Council. Ms. Anderson stated she will work with Mr. Sierra of the <br />Housing Authority to address all their concerns. <br />Mayor Narvaiz introduced City Council direction on future agenda items. 1) <br />Mayor Narvaiz stated Staff is bringing a discussion regarding Alamo Street <br />parking. 2) Mr. Jones stated he would like to hold a discussion regarding <br />parking underneath to Wonder World overpass. Mr. O'Leary stated Staff has <br />sent a letter to TxDOT regarding this subject and they will bring back to <br />Council after they get an answer. Mr. Thomaides stated he would like to <br />have a Resolution opposing the pumping from the Edwards Aquifer. Mayor <br />Narvaiz stated she feels there should be a discussion and then bring it <br />back a Resolution for adoption. <br />Mayor Narvaiz introduced an Executive Session pursuant to the Government <br />Code, Section 551.087, to discuss commercial or financial information the <br />City has received from a business prospect that the City seeks to have <br />locate, stay or expand in or near the City and with which the City is <br />conducting economic development negotiations, or to deliberate the offer of <br />
