Reed Pharr, Mark Minnick, Ruben Garza, Wayne <br />Moore, Vicki Hardin, Johnnie Armstead, Larry Burrus, Jim Green, <br />Dan Gibson, Lamar Hankins, Kelly Franks and others. <br /> <br />Mayor Morris called the meeting to order at 7:30 p.m. <br /> <br />Mayor Morris introduced Agenda Item 18, a discussion regarding <br />parking restriction of FM621. Fermin Alonzo stated he lives <br />across the street from the Coast entrance and wants no <br />parking/tow away signs posted on the residential side of FM621 <br />from 8:00 p.m. to 12:00 Midnight, as it is difficult to get into <br />private driveways. Simon Ramirez stated the patronage leaving <br />The Coast hang around after midnight, sometimes cursing, and he <br />would like them to leave without having to call the Police. He <br />stated the neighborhood cannot sit outside in the evenings in <br />peace because of the noise caused from the customers of The Coast <br />and wants no parking/tow away signs posted to help the situation. <br />Hortencia Regino stated she does not have a driveway so parallel <br />parks in front of her home. She is willing to have no parking on <br />the residential side of FM621. Rick Hernandez talked with many <br />of the neighbors and stated they want no parking signs from 8:00 <br />p.m. to 12:00 Midnight. They are seeking peace of mind, <br />peacefulness in their neighborhood and do not want to be awakened <br />from their sleep at night. Council directed an Ordinance be <br />presented for the Council's consideration to place no parking/tow <br />away signs on the residential side of FM621 from Laredo Street <br />through 301 Saltillo from 8:00 p.m. to 12:00 Midnight. Council <br />requested to have the Police Chief consider posting temporary <br />signage at this location. <br /> <br />Mayor Morris introduced Agenda Item 6.B., adoption of an <br />Ordinance on emergency, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, SETTING FORTH AN ITEMIZED ESTIMATE OF THE EXPENSE OF <br />CONDUCTING EACH ADMINISTRATIVE UNIT OF THE MUNICIPAL <br />GOVERNMENT OF SAID CITY FOR THE FISCAL YEAR BEGINNING ON <br />OCTOBER 1, 1989 AND ENDING ON SEPTEMBER 30, 1990, AND <br />APPROPRIATING MONEY FOR THE VARIOUS FUNDS AND PURPOSES OF <br />SUCH ESTIMATE; APPROPRIATING MONEY TO PAY INTEREST AND <br />PRINCIPAL SINKING FUND REQUIREMENTS ON ALL INDEBTEDNESS; <br />PROVIDING A SAVINGS CLAUSE FOR THE REPEAL OF ALL ORDINANCES <br />AND APPROPRIATIONS IN CONFLICT WITH THE PROVISIONS OF THIS <br />ORDINANCE; AUTHORIZING LINE ITEM ADJUSTMENTS WITHIN <br />DEPARTMENT ACCOUNTS WITH THE APPROVAL OF THE CITY MANAGER, <br />AND DECLARING AN EMERGENCY. <br /> <br />* Mr. Guerra was present at 7:39 p.m. and left the meeting at <br />8:39 p.m. <br />
