158 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, SEPTEMBER 11, 1989 PRESENT: Mayor Kathy M. Morris Mayor Pro-Tern Rick Hernandez Council Members Billy G. Mayor Morris called the meeting to order at 7:30 p.m. Mayor Morris introduced Agenda Item 18, a discussion regarding parking restriction of FM621. Fermin Alonzo stated he lives across the street from the Coast entrance and wants no parking/tow away signs posted on the residential side of FM621 from 8:00 p.m. to 12:00 Midnight, as it is difficult to get into private driveways. Simon Ramirez stated the patronage leaving The Coast hang around after midnight, sometimes cursing, and he would like them to leave without having to call the Police. He stated the neighborhood cannot sit outside in the evenings in peace because of the noise caused from the customers of The Coast and wants no parking/tow away signs posted to help the situation. Hortencia Regino stated she does not have a driveway so parallel parks in front of her home. She is willing to have no parking on the residential side of FM621. Rick Hernandez talked with many of the neighbors and stated they want no parking signs from 8:00 p.m. to 12:00 Midnight. They are seeking peace of mind, peacefulness in their neighborhood and do not want to be awakened from their sleep at night. Council directed an Ordinance be presented for the Council's consideration to place no parking/tow away signs on the residential side of FM621 from Laredo Street through 301 Saltillo from 8:00 p.m. to 12:00 Midnight. Council requested to have the Police Chief consider posting temporary signage at this location. Mayor Morris introduced Agenda Item 6.B., adoption of an Ordinance on emergency, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, SETTING FORTH AN ITEMIZED ESTIMATE OF THE EXPENSE OF CONDUCTING EACH ADMINISTRATIVE UNIT OF THE MUNICIPAL GOVERNMENT OF SAID CITY FOR THE FISCAL YEAR BEGINNING ON OCTOBER 1, 1989 AND ENDING ON SEPTEMBER 30, 1990, AND APPROPRIATING MONEY FOR THE VARIOUS FUNDS AND PURPOSES OF SUCH ESTIMATE; APPROPRIATING MONEY TO PAY INTEREST AND PRINCIPAL SINKING FUND REQUIREMENTS ON ALL INDEBTEDNESS; PROVIDING A SAVINGS CLAUSE FOR THE REPEAL OF ALL ORDINANCES AND APPROPRIATIONS IN CONFLICT WITH THE PROVISIONS OF THIS ORDINANCE; AUTHORIZING LINE ITEM ADJUSTMENTS WITHIN DEPARTMENT ACCOUNTS WITH THE APPROVAL OF THE CITY MANAGER, AND DECLARING AN EMERGENCY. * Mr. Guerra was present at 7:39 p.m. and left the meeting at 8:39 p.m.
