<br />159 <br />Regular Meeting September 11, 1989 Page 2 <br />Ms. Kissler moved for adoption of the Ordinance on emergency and <br />Mr. Moore seconded the motion, which passed unanimously. <br />Mayor Morris introduced for consideration Agenda Item 6.A., <br />adoption of an Ordinance on emergency, the caption which was read <br />as follows: <br /> AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br /> TEXAS, SETTING THE TAX RATE FOR SAID CITY FOR THE 1989 TAX <br /> YEAR, LEVYING TAXES FOR THE USE AND SUPPORT OF THE MUNICIPAL <br /> GOVERNMENT OF SAID CITY FOR THE FISCAL YEAR BEGINNING <br /> OCTOBER 1, 1989, AND ENDING SEPTEMBER 30, 1990, PROVIDING A <br /> SINKING FUND FOR THE RETIREMENT OF THE BONDED DEBT OF SAID <br /> CITY, AND DECLARING AN EMERGENCY. <br />Ms. Kissler moved for adoption of the Ordinance on emergency and <br />Mr. Moore seconded the motion. On roll call the following vote <br />was recorded: <br /> AYE: Moore, Hernandez, Morris, Guerra, Kissler, Plummer. <br /> NAY: Hart. <br />ABSTAIN: None. <br />Mayor Morris introduced for consideration two appointments to the <br />San Marcos Electric Utility Board to complete vacancies. Mayor <br />Morris moved to place the names of J. E. Younger and C. D. Parman <br />in nomination for the vacancy of R. G. Phillips and Ms. Kissler <br />seconded the motion. On roll call the following vote was <br />recorded: <br /> Younger: Hernandez, Hart, Guerra, Kissler. <br /> Parman: Moore, Morris, Plummer. <br />Mr. Plummer moved to appoint Gene Majors to complete the vacancy <br />of Austin Curlee on the SMEU Board and Mr. Hart seconded the <br />motion, which passed unanimously. <br />Mayor Morris introduced for consideration approval of an <br />appointment to the Zoning Board of Adjustments and Appeals to <br />complete a vacancy. Mr. Hernandez moved to table the appointment <br />to the next meeting and Mayor Morris seconded the motion, which <br />passed unanimously. <br />Mayor Morris introduced a public hearing to discuss an <br />application for funding to be submitted to the Texas Department <br />of Commerce for consideration under the Community Development <br />Program. Mayor Morris opened the public hearing and Clotele <br />Haynes provided information regarding the program. Ms. Haynes <br />advised this program would allow the construction of up to six <br />homes on City-owned property in the Victory Gardens and Dunbar <br />neighborhoods of no more than 1000 square feet and a maximum cost <br />of $20,000 per home. The City's only contribution would be the <br />land. Ms. Haynes stated the City would have to monitor the <br />program through auditing bi-annually. The City can request a <br />revolving fund program for more housing start-ups, but Ms. Haynes <br />recommends the City pursue two homes per year. In addition to <br />the six new homes, Ms. Haynes recommends the City apply for <br />funding of rehabilitation of homes (maximum of $8,000 per home). <br />Ruben Garza, Director of Southside Community Center, stated he is <br />in support of this grant application and program and that our <br />City has a need for renovation of homes. Jane Moss, Board Member <br />of Southside Community Center, stated there is a need for this <br />grant in our community. Johnnie Armstead, Board Member of <br />Southside Community Center, stated she is in support of this <br />program, as there is so much needed in our community, and the six <br />homes will be a good start.
