160 Regular Meeting September 11, 1989 Page 3 Mayor Morris closed the public hearing. Mayor Morris introduced for consideration adoption of a Resolution, the caption which was read as follows: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AUTHORIZING THE SUBMISSION OF A TEXAS COMMUNITY DEVELOPMENT PROGRAM APPLICATION TO THE TEXAS DEPARTMENT OF COMMERCE FOR THE COMMUNITY DEVELOPMENT FUND; AND AUTHORIZING THE MAYOR TO ACT AS THE CITY'S EXECUTIVE OFFICER AND AUTHORIZED REPRESENTATIVE IN ALL MATTERS PERTAINING TO THE CITY'S PARTICIPATION IN THE COMMUNITY DEVELOPMENT PROGRAM. Mr. Moore moved for adoption of the Resolution and Mr. Hernandez seconded the motion, which passed unanimously (Mr. Guerra left the meeting at 8:39 p.m. after the vote was taken on this item). Mayor Morris introduced for consideration approval of an Ordinance on first reading, the caption which was read as follows: AN ORDINANCE DESIGNATING AN EXISTING ANGLED PARKING AREA AS A PARALLEL PARKING AREA ON SAN ANTONIO STREET BETWEEN COMANCHE AND HARVEY STREETS IN THE CITY OF SAN MARCOS. !-1s. Kissler moved for approval of the Ordinance on first reading and Mr. Moore seconded the motion. Dr. Charles Anderson stated the proposed amendment will reduce parking in front of his business to one parking place. Steve Jenkins advised the Council the proposed amendment was due to complaints from citizens of difficulty in maneuvering in and out of the angled parking areas and would result in a loss of two parking places. Dr. Charles Anderson stated he is opposed to the amendment as it would take away parking and be detrimental to his business. He stated there is some protection of persons getting in and out of the automobiles with the angled parking and that he has limited off-street parking. Charles Meeks stated this is a dangerous area, and this is partially due to the fact the street striping on San Antonio has been changed. On roll call the Council voted unanimously for denial of the Ordinance. Mayor Morris introduced for consideration approval of an Ordinance on first reading, the caption which was read as follows: AN ORDINANCE AMENDING CHAPTER 21, ARTICLE II OF THE CODE OF ORDINANCES OF THE CITY OF SAN MARCOS TO AUTHORIZE ASSIGNMENT PAY FOR THE POSITION OF POLICE K-9 HANDLER. Mr. Hernandez moved for approval of the Ordinance on first reading and Ms. Kissler seconded the motion, which passed unanimously. Mayor Morris introduced for consideration approval of an Ordinance on first reading, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING CHAPTER 29 - TRAFFIC, ARTICLE V, SECTION 29-132 OF THE SAN MARCOS CODE OF ORDINANCES BY THE ADDITION OF A DECREASED SPEED LIMIT ON RIVER ROAD FOR HILL COUNTRY SCHOOL, AND DECLARING AN EFFECTIVE DATE. Ms. Kissler moved for approval of the Ordinance on first reading and Mr. Moore seconded the motion. Gene Hildebrandt of Hill Country School stated he is in favor of this amendment. On roll call the Council voted unanimously for approval of the Ordinance on first reading.
