<br /> 160 <br />Regular Meeting September 11, 1989 Page 3 <br />Mayor Morris closed the public hearing. <br />Mayor Morris introduced for consideration adoption of a <br />Resolution, the caption which was read as follows: <br /> A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br /> TEXAS, AUTHORIZING THE SUBMISSION OF A TEXAS COMMUNITY <br /> DEVELOPMENT PROGRAM APPLICATION TO THE TEXAS DEPARTMENT OF <br /> COMMERCE FOR THE COMMUNITY DEVELOPMENT FUND; AND AUTHORIZING <br /> THE MAYOR TO ACT AS THE CITY'S EXECUTIVE OFFICER AND <br /> AUTHORIZED REPRESENTATIVE IN ALL MATTERS PERTAINING TO THE <br /> CITY'S PARTICIPATION IN THE COMMUNITY DEVELOPMENT PROGRAM. <br />Mr. Moore moved for adoption of the Resolution and Mr. Hernandez <br />seconded the motion, which passed unanimously (Mr. Guerra left <br />the meeting at 8:39 p.m. after the vote was taken on this item). <br />Mayor Morris introduced for consideration approval of an <br />Ordinance on first reading, the caption which was read as <br />follows: <br /> AN ORDINANCE DESIGNATING AN EXISTING ANGLED PARKING AREA AS <br /> A PARALLEL PARKING AREA ON SAN ANTONIO STREET BETWEEN <br /> COMANCHE AND HARVEY STREETS IN THE CITY OF SAN MARCOS. <br />!-1s. Kissler moved for approval of the Ordinance on first reading <br />and Mr. Moore seconded the motion. Dr. Charles Anderson stated <br />the proposed amendment will reduce parking in front of his <br />business to one parking place. Steve Jenkins advised the Council <br />the proposed amendment was due to complaints from citizens of <br />difficulty in maneuvering in and out of the angled parking areas <br />and would result in a loss of two parking places. Dr. Charles <br />Anderson stated he is opposed to the amendment as it would take <br />away parking and be detrimental to his business. He stated there <br />is some protection of persons getting in and out of the <br />automobiles with the angled parking and that he has limited <br />off-street parking. Charles Meeks stated this is a dangerous <br />area, and this is partially due to the fact the street striping <br />on San Antonio has been changed. On roll call the Council voted <br />unanimously for denial of the Ordinance. <br />Mayor Morris introduced for consideration approval of an <br />Ordinance on first reading, the caption which was read as <br />follows: <br /> AN ORDINANCE AMENDING CHAPTER 21, ARTICLE II OF THE CODE OF <br /> ORDINANCES OF THE CITY OF SAN MARCOS TO AUTHORIZE ASSIGNMENT <br /> PAY FOR THE POSITION OF POLICE K-9 HANDLER. <br />Mr. Hernandez moved for approval of the Ordinance on first <br />reading and Ms. Kissler seconded the motion, which passed <br />unanimously. <br />Mayor Morris introduced for consideration approval of an <br />Ordinance on first reading, the caption which was read as <br />follows: <br /> AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br /> TEXAS, AMENDING CHAPTER 29 - TRAFFIC, ARTICLE V, SECTION <br /> 29-132 OF THE SAN MARCOS CODE OF ORDINANCES BY THE ADDITION <br /> OF A DECREASED SPEED LIMIT ON RIVER ROAD FOR HILL COUNTRY <br /> SCHOOL, AND DECLARING AN EFFECTIVE DATE. <br />Ms. Kissler moved for approval of the Ordinance on first reading <br />and Mr. Moore seconded the motion. Gene Hildebrandt of Hill <br />Country School stated he is in favor of this amendment. On roll <br />call the Council voted unanimously for approval of the Ordinance <br />on first reading. <br />
