<br />2 <br />Regular Meeting September 25, 1989 Page 2 <br />Rains that Dr. Supple of SWT appoint a representative to the <br />committee. The Council was in agreement the City's appointments <br />could live within or out of the City. Mr. Moore moved to approve <br />the temporary committee regarding the Convention Center with the <br />City appointing three members and the County appointing three <br />members, and the Mayor to confirm with Judge Rains for SWT to <br />have a representative and to increase the City's and County's <br />appointments to five each instead of three, and Mayor Morris <br />seconded the motion, which passed unanimously. The appointments <br />will be scheduled for the next meeting. <br />Mayor Morris introduced for consideration adoption of an <br />Ordinance on emergency, the caption which was read as follows: <br /> AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br /> TEXAS, AMENDING EXHIBITS A AND B TO SECTIONS 30-27 AND <br /> 30-35, RESPECTIVELY, OF THE CODE OF ORDINANCES OF SAID CITY <br /> TO INCREASE THE CHARGES TO BE PAID BY ALL PERSONS OWNING OR <br /> OCCUPYING PREMISES WHICH ARE CONNECTED WITH THE WATER SYSTEM <br /> OF SAID CITY AND TO INCREASE THE RATES FOR SERVICES TO USERS <br /> OF THE SANITARY SEWAGE SYSTEM OF SAID CITY, AND DECLARING AN <br /> EMERGENCY. <br />Mr. Guerra moved for adoption of the Ordinance and to amend the <br />Exhibits as follows to approve Option 2 in the Council's packet: <br />Exhibit A, Water Rate - Schedule UW-l, (Urban Customers) Rate: <br />$5.15 for first 2,000 gallons or less, $1.38 per thousand gallons <br />for all additional gallons and $5.15 Minimum Bill per month; <br />Exhibit A, Water Rate - Schedule RW-l (Rural Customers) Rate: <br />$10.30 for first 2,000 gallons or less, $2.76 per thousand <br />gallons for all additional gallons and $10.30 Minimum Bill per <br />month; Exhibit B, Sewer Rate - Schedule SR-l (Residential <br />Customers) Rate: $5.15 for first 2,000 gallons of water usage or <br />less, $1.38 per thousand gallons for the next 6,000 gallons of <br />water usage and $5.15 Minimum Bill per month; Exhibit B, Sewer <br />Rate - Schedule .SC-l (Commercial and Industrial Customers) Rate: <br />$5.15 for first 2,000 gallons of water usage or less, $1.38 per <br />thousand gallons for all additional gallons of water usage and <br />$5.15 Minimum Bill per month and Ms. Kissler seconded the motion, <br />which passed unanimously. <br />Mayor Morris introduced for consideration adoption of an <br />Ordinance on emergency, the caption which was read as follows: <br /> AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br /> TEXAS, AMENDING THAT ORDINANCE ADOPTED SEPTEMBER 11, 1989 <br /> WHICH SET FORTH AN ITEMIZED ESTIMATE OF THE EXPENSE OF <br /> CONDUCTING EACH ADMINISTRATIVE UNIT OF THE MUNICIPAL <br /> GOVERNMENT OF SAID CITY FOR THE FISCAL YEAR BEGINNING <br /> OCTOBER 1, 1989 AND ENDING ON SEPTEMBER 30, 1989, AND <br /> APPROPRIATED MONEY FOR THE VARIOUS FUNDS AND PURPOSES OF <br /> SUCH ESTIMATE, TO REVISE SAID ESTIMATES AND TO REAPPROPRIATE <br /> SAID FUNDS, ADOPTING SAID REVISIONS AND ESTIMATES, AND <br /> DECLARING AN EMERGENCY. <br />Mr. Plummer moved for adoption of the Ordinance on emergency and <br />Ms. Kissler seconded the motion, which passed unanimously. <br />Mayor Morris introduced for consideration approval of an <br />Ordinance on first reading, the caption which was read as <br />follows: <br /> AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br /> TEXAS, AMENDING SECTION 18-7 OF ARTICLE I OF CHAPTER 18, <br /> PARKS AND RECREATION TO DELETE A PROVISION FOR ALLOWING <br /> CARNIVALS AND CIRCUSES ON CITY PROPERTY, INCREASING USER <br /> FEES FOR PARKS AND RECREATIONAL FACILITIES AND DECLARING AN <br /> EFFECTIVE DATE. <br />
