Mr. Cobb stated during wet weather the heavy equipment of carnivals causes ruts on the property, which costs approximately 12 hours of labor of his maintenance crew to repair, and this is one of the reasons the Parks Board recommended carnivals and circuses not be allowed to be held on City property. Mr. Kosub stated another factor for consideration is the liability exposure of these activities on City property. The Council voted unanimously for approval of the Ordinance on first reading. Mayor Morris introduced for consideration approval of an Ordinance on first reading, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING SECTION 2-31 OF DIVISION 1 OF ARTICLE III OF CHAPTER 2 OF THE CODE OF ORDINANCES OF SAID CITY TO INCREASE THE NUMBER OF POSITIONS WITHIN THE CLASSIFICATION OF POLICE OFFICER, TO INCREASE THE NUMBER OF POSITIONS WITHIN THE CLASSIFICATION OF FIRE DRIVER/ENGINEER; AND DECLARING AN EFFECTIVE DATE. Mr. Moore moved for approval of the Ordinance on first reading and to amend the number of positions under Fire Department - driver/engineer to twelve and Mr. Guerra seconded the motion, which passed unanimously. Mayor Morris introduced for consideration approval of an Ordinance on first reading, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING CHAPTER 29 - TRAFFIC, SECTION 29-111 OF THE SAN MARCOS CODE OF ORDINANCES BY THE ADDITION OF A NO PARKING ZONE ON THE NORTH SIDE OF M. L. KING STREET BETWEEN GUADALUPE AND FREDERICKSBURG STREETS, AND DECLARING AN EFFECTIVE DATE.
