(Mr. Moore was not present in the Council Chambers to vote on this item). Mayor Morris introduced for consideration approval of an Ordinance on first reading, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING SECTION 33-9, OF CHAPTER 33, WRECKERS, OF THE SAN MARCOS CODE OF ORDINANCES TO STIPULATE THAT WINCHING DOES NOT CONSTITUTE A NORMAL TOW, AND DECLARING AN EFFECTIVE DATE. Ms. Kissler moved for approval of the Ordinance on first reading and Mr. Hernandez seconded the motion, which passed unanimously (Mr. Moore not present to vote on this item). Mayor Morris introduced for consideration approval of an Ordinance on second reading, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING ARTICLE II, POLICE DEPARTMENT, OF CHAPTER 21 OF THE CODE OF ORDINANCES OF S~ID CITY TO ADD DIVISION 6, SPECIAL ASSIGNMENT SERVICES - K-9 HANDLER, AUTHORIZING ASSIGNMENT PAY FOR THE POSITION OF POLICE K-9 HANDLER, RENUMBERING CERTAIN SECTIONS OF CHAPTER 21, PROVIDING SEVERABILITY AND DECLARING AN EFFECTIVE DATE. Mr. Hernandez moved to approve the Ordinance on second reading and Mr. Hart seconded the motion. Mr~ Kosub advised the Council additional language was being included in the second reading providing the specific qualifications to conform to the Code of Ordinances. Mayor Morris moved to amend the Ordinance to include the specific qualifications to conform to the Code of Ordinances and Mr. Guerra seconded the motion. On roll call on the amendment, the following vote was recorded: AYE: Hernandez, Hart, Morris, Guerra, Kissler, Plummer. NAY: None. ABSTAIN: Moore. On roll call for approval of the Ordinance on second reading, the Council voted unanimous approval. Mayor Morris introduced for consideration adoption of an Ordinance on third and final reading, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL.OF THE CITY OF SAN MARCOS, TEXAS, AMENDING THAT ORDINANCE ADOPTED AUGUST 29, 1988 WHICH SET FORTH AN ITEMIZED ESTIMATE OF THE EXPENSE OF CONDUCTING EACH ADMINISTRATIVE UNIT OF THE MUNICIPAL GOVERNMENT OF SAID CITY FOR THE FISCAL YEAR BEIGNNING OCTOBER 1, 1988 AND ENDING ON SEPTEMBER 30, 1989, AND APPROPRIATED MONEY FOR THE VARIOUS FUNDS AND PURPOSES OF SUCH ESTIMATE, TO REVISE SAID ESTIMATES AND TO REAPPROPRIATE SAID FUNDS, ADOPTING SAID REVISIONS AND ESTIMATES, AND DECLARING AN EFFECTIVE DATE.
