Ms. Kissler moved to appoint Dudley R. <br />Dobie, Jr. and Mr. Guerra moved to appoint Bob Martinez. On roll <br />call the following vote was recorded: <br /> Dobie: Kissler. <br />Martinez: Moore, Hernandez, Hart, Morris, Guerra, Plummer. <br />Mr. Martinez will serve to complete the vacancy on CTHEA. <br />Mayor Morris introduced for consideration approval of an <br />appointment to complete a vacancy on Reinvestment Zone Number <br />One, City of San Marcos, Texas (JASBA). No nominations were <br />received and this will be rescheduled for the next meeting. <br />Mayor Morris introduced for consideration approval of an <br />appointment to complete a vacancy on the Commission for <br />Minorities. Ms. Kissler moved to appoint Leonard Cardenas. The <br />Council voted unanimously for approval of Mr. Cardenas. <br />Mayor Morris introduced for consideration approval of three <br />appointments to the Library Board. Ms. Kissler moved to appoint <br />Bill Mears and Betty Johnson; Mr. Guerra moved to appoint Mary <br />Gormon and Mr. Hart moved to appoint Charles Crosson. On roll <br />call the following vote was recorded: <br /> Moore: Mears, Crosson, Gormon. <br />Hernandez: Mears, Crosson, Gormon. <br /> Hart: Mears, Crosson, Gormon. <br /> Morris: Mears, Johnson, Gormon.. <br /> Guerra: Mears, Johnson, Gormon. <br /> Kissler: Mears, Johnson, Gormon. <br /> Plummer: Mears, Johnson, Crosson. <br />Mr. Mears and Ms. Gormon were appointed to the Library Board. Mr. Guerra <br />moved to reappoint Kenny Norris, to reappoint Mayor Pro-Tern, Rick <br />Hernandez and appoint Lee Hudman as the Arts Representative. On <br />roll call the following vote was recorded: <br /> AYE: Moore, Hart, Morris, Guerra, Kissler, Plummer. <br /> NAY: None. <br />ABSTAIN: Hernandez (Mr. Hernandez abstained on his <br /> reappointment and voted aye on the appointments of <br /> Kenny Norris and Lee Hudman). <br />Mayor Morris introduced for consideration approval of an <br />Ordinance on first reading, the caption which was read as <br />follows: <br />
