<br />30 <br /> <br /> <br /> <br />Regular Meeting October 9, 1989 Page 4 <br /> <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AMENDING THAT ORDINANCE ADOPTED SEPTEMBER 11, 1989, <br />WHICH SET FORTH AN ITEMIZED ESTIMATE OF THE EXPENSE OF <br />CONDUCTING EACH ADMINISTRATIVE UNIT OF THE MUNICIPAL <br />GOVERNMENT OF SAID CITY FOR THE FISCAL YEAR BEGINNING <br />OCTOBER 1, 1989 AND ENDING ON SEPTEMBER 30, 1990, AND <br />APPROPRIATED MONEY FOR THE VARIOUS FUNDS AND PURPOSES OF <br />SUCH ESTIMATE, TO REVISE SAID ESTIMATES AND TO REAPPROPRIATE <br />SAID FUNDS, ADOPTING SAID REVISIONS AND ESTIMATES, AND <br />DECLARING AN EMERGENCY. <br /> <br />Ms. Kissler moved for adoption of the Ordinance on emergency and <br />Mr. Moore seconded the motion. Mayor Morris moved to amend the <br />Ordinance Exhibit "A" to appropriate $24,000.00 rather than <br />$96,000.00 and Mr. Plummer seconded the motion. On roll call the <br />following vote was recorded: <br /> <br />AYE: Moore, Hart, Morris, Kissler, Plummer. <br /> <br />NAY: Hernandez, Guerra. <br /> <br />ABSTAIN: None. <br /> <br />On roll call for adoption of the Ordinance, the following vote <br />was recorded: <br /> <br />AYE: Moore, Hart, Morris, Kissler, Plummer. <br /> <br />NAY: Hernandez, Guerra. <br /> <br />ABSTAIN: None. <br /> <br />Mayor Morris introduced for consideration approval of an <br />Ordinance on first reading, the caption which was read as <br />follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AMENDING CHAPTER 29 OF THE SAN MARCOS CODE OF <br />ORDINANCES BY THE ADDITION OF A ONE-WAY DESIGNATION UPON <br />VISTA STREET, REMOVING PARKING RESTRICTIONS ON THE SOUTH <br />SIDE OF VISTA STREET AND DECLARING AN EFFECTIVE DATE. <br /> <br />Ms. Kissler moved for approval of the Ordinance on first reading <br />and Mr. Hart seconded the motion. Mayor Morris moved to amend <br />the Ordinance in Section 2 to amend Section 29-150 to provide no <br />parking tow-away zone for the South side of Vista Street from <br />7:00 a.m.-5:00 p.m. and to amend Section 3 to provide no parking <br />tow-away zone on the North side of Vista Street, which passed <br />unanimously. The Council voted unanimously for approval of the <br />Ordinance on first reading. Staff needs to provide a map of this <br />street at second reading. <br /> <br />Mayor Morris introduced for consideration approval of an <br />Ordinance on first reading, the caption which was read as <br />follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AMENDING CHAPTER 29, SECTION 29-150 OF THE SAN MARCOS <br />CODE OF ORDINANCES BY THE ADDITION OF A NO PARKING TOW-AWAY <br />ZONE ON FOREST DRIVE, AND ESTABLISHING AN EFFECTIVE DATE. <br /> <br />Ms. Kissler moved for approval of the Ordinance on first reading <br />and Mr. Hart seconded the motion. Mr. Hart stated a firetruck <br />could not get through on that street if needed and thinks no <br />parking should be on both sides of street. Steve Harrington, who <br />lives on Buena Vista stated he is in favor of no parking on both <br />sides of the street from 7:00 a.m.-5:00 p.m. Mr. Hart moved to <br />amend the Ordinance in Section 1 for no parking tow-away on the <br />west side and on the east side from its intersection with <br />Bluebonnet Drive to its intersection with Buena Vista from 7:00 <br />a.m.-5:00 p.m. Monday through Friday, and on Buena Vista on the <br />
