City Council Meeting Minutes October 6, 2014 <br />Steve Stanfield, addressed the Council about the water situation. He made it clear that he <br />doesn't see it as a problem, but rather a situation. He mentioned the history of Mayor Kathy <br />Morris navigating the Canyon Lake deal that allowed us to go from ground to surface water. He <br />asked the Council to review the stage 3 and stage 4 restrictions, and stated that he was going to <br />do his best to spread the word. <br />Ted Breihan, provided a written statement. <br />Hillary K. Kotwal, provided a written statement. <br />CONSENT AGENDA <br />A motion was made by Council Member Scott, seconded by Council Member Prewitt, to approve <br />the consent agenda items, with the exception of items 5, 6, 8, and 16, which were pulled and <br />considered separately. The motion carried by the following vote: <br />For: 7 - Mayor Guerrero, Mayor Pro -Tem Thomaides, Deputy Mayor Pro Tern Becak, <br />Council Member Thomason, Council Member Scott, Council Member Prather and <br />Council Member Prewitt <br />Against: 0 <br />2. Consider approval of the September 16, 2014, Regular Meeting Minutes <br />3. Consider approval of Ordinance 2014 -50, <br />Designated Permit Area under Section <br />allows parking by permit only between & <br />through Friday, for the 400 block of Mary <br />Street; amending the Traffic Register to <br />providing for an effective date. <br />on the second of two readings, creating a <br />82.189 of the San Marcos City Code that <br />e hours of 8:00 a.m. and 5:00 p.m., Monday <br />Street between Lindsey Street and Burleson <br />reflect such Designated Permit Area; and <br />4. Consider approval of Ordinance 2014 -51, on the second of two readings, designating <br />a No Parking Zone at all times on both sides of the 100 and 200 blocks of Jackman <br />Street (from West San Antonio Street to Centre Street) and amending the Traffic <br />Register maintained under Section 82.067 of the San Marcos City Code to reflect <br />such designation; and including procedural provisions. <br />5. Consider approval of Ordinance 2014 -52, on the second of two readings, amending <br />the Traffic Register maintained under Section 82.067 of the San Marcos City Code by <br />increasing the speed limit from 30 miles per hour to 35 miles per hour on River Road <br />southwest from State Highway 80 to the Interstate 35 Frontage Road; and including <br />procedural provisions. <br />A motion was made by Mayor Pro -Tem Thomaides, seconded by Council Member Thomason, to <br />approve Ordinance 2014 -52, on the second of two readings.
