City Council Meeting Minutes October 6, 2014 Steve Stanfield, addressed the Council about the water situation. He made it clear that he doesn't see it as a problem, but rather a situation. He mentioned the history of Mayor Kathy Morris navigating the Canyon Lake deal that allowed us to go from ground to surface water. He asked the Council to review the stage 3 and stage 4 restrictions, and stated that he was going to do his best to spread the word. Ted Breihan, provided a written statement. Hillary K. Kotwal, provided a written statement. CONSENT AGENDA A motion was made by Council Member Scott, seconded by Council Member Prewitt, to approve the consent agenda items, with the exception of items 5, 6, 8, and 16, which were pulled and considered separately. The motion carried by the following vote: For: 7 - Mayor Guerrero, Mayor Pro -Tem Thomaides, Deputy Mayor Pro Tern Becak, Council Member Thomason, Council Member Scott, Council Member Prather and Council Member Prewitt Against: 0 2. Consider approval of the September 16, 2014, Regular Meeting Minutes 3. Consider approval of Ordinance 2014 -50, Designated Permit Area under Section allows parking by permit only between & through Friday, for the 400 block of Mary Street; amending the Traffic Register to providing for an effective date. on the second of two readings, creating a 82.189 of the San Marcos City Code that e hours of 8:00 a.m. and 5:00 p.m., Monday Street between Lindsey Street and Burleson reflect such Designated Permit Area; and 4. Consider approval of Ordinance 2014 -52, on the second of two readings, amending the Traffic Register maintained under Section 82.067 of the San Marcos City Code by increasing the speed limit from 30 miles per hour to 35 miles per hour on River Road southwest from State Highway 80 to the Interstate 35 Frontage Road; and including procedural provisions. A motion was made by Mayor Pro -Tem Thomaides, seconded by Council Member Thomason, to approve Ordinance 2014 -52, on the second of two readings.
