City Council Meeting Minutes October 6, 2014 of $26,563.00 that is to be reimbursed by Texas State University; and declaring an effective date. A motion was made by Mayor Pro -Tem Thomaides, seconded by Council Member Prather, to approve Resolution 2014 -141R. The motion carried by the following vote: For: 7 - Mayor Guerrero, Mayor Pro -Tem Thomaides, Deputy Mayor Pro Tern Becak, Council Member Thomason, Council Member Scott, Council Member Prather and Council Member Prewitt Against: 0 17. Consider approval of Resolution 2014 -142R approving an Advertising Program Agreement for a Joint Advertising Program between the City and Tanger Properties Limited Partnership in an amount up to $150,000.00; authorizing the City Manager to sign the agreement; and declaring an effective date. PUBLIC HEARINGS - 7:00 PM 18. Receive a Staff Presentation, receive a report from the Council Subcommittee and Hold a Public Hearing to receive comments for or against a request by Robert McDonald, on behalf of Yarrington Partners, LTD and the Texas General Land Office, for the establishment of a Public Improvement District for the Whisper Public Improvement District; and consider approval of the PID Term Sheet and Resolution 2014 -143R making findings as to the advisability of the improvements proposed in the Whisper Public Improvement District in accordance with Chapter 372 of the Texas Local Government Code. Kristy Stark, Assistant Director of Development Services, provided the Council with a Staff presentation. Members of the Council Subcommittee (Council Members Scott, Thomaides, and Prather) provided an overview of the process and their recommendation of approval. Mayor Guerrero opened the Public Hearing at 7:27 p.m. Robert McDonald 3735 Lost Creek Blvd, Austin, TX spoke in favor of the project. There being no further comments, the Mayor closed the Public Hearing at 7:28 p.m. A motion was made by Council Member Scott, seconded by Council Member Prewitt, to approve the PID Term Sheet and Resolution 2014 -143R making findings as to the advisability of the improvements proposed in the Whisper Public Improvement District.
