98 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, NOVEMBER 13, 1989 PRESENT: Mayor Kathy M. Morris Mayor Pro-Tern Rick Hernandez Council Members * Billy G. Moore * Ronald K. Hart * Fred Guerra Betty Jane Kissler Bill Plummer City Manager Larry Gilley City Secretary Janis K. Womack City Attorney Mark Taylor Fire Chief Dan O'Leary Director of Parks and Recreation Rodney Cobb Director of Mgt. Inf. Servs. Ramona Brown Also Present: Mr. and Mrs. Joe Nicola, Carlos Rodriguez, Richard Dotson, Patty Wenk, Jenny Kile, Dan Gibson, Tommy Norris, Jim Gandy, Paul Borreson, R. G. Phillips and others. Mayor Morris called the meeting to order at 7:30 p.m. Mayor Morris introduced for consideration approval of an appointment to complete a vacancy on the Blue Ribbon Bond Committee (Temporary). Mayor Morris moved to appoint Rosina Valle and Ms. Kissler seconded the motion, which passed unanimously. Mayor Morris introduced for consideration approval of an appointment to the Ethics Review Commission to complete a vacancy. Mayor Morris moved to appoint Pete Contreras and Mr. Plummer seconded the motion, which passed unanimously. Mayor Morris introduced for consideration approval of an appointment to the Planning Commission to complete a vacancy. Mr. Hernandez moved to appoint Joe Pacheco and Mr. Plummer seconded the motion, which passed unanimously. Mayor Morris introduced for consideration approval of an appointment to the Cemetery Commission to complete a vacancy. Mayor Morris moved to appoint Henry C. Kyle and Mr. Hernandez seconded the motion. On roll call the following vote was recorded: AYE: Hernandez, Morris, Kissler, Plummer. NAY: None. ABSTAIN: Hart (Mr. Hart present at 7:40 p.m.). Mayor Morris introduced for consideration approval of an appointment to the San Marcos Industrial Development Corporation Board of Directors to complete a vacancy. Mayor Morris moved to appoint Eleanor Tuttle and Mr. Plummer seconded the motion, which passed unanimously. Mayor Morris introduced for consideration confirmation of the City Manager's appointment to the Civil Service Commission. This item will be rescheduled for the next Regular Meeting. Mayor Morris introduced for consideration approval of an Ordinance on first reading, the caption which was read as follows: * Mr. Hart present at 7:40 p.m., Mr. Guerra present at 7:45 p.m. and Mr. Moore present at 8:20 p.m.
