Mr. Hernandez moved for <br />approval of the minutes of the Regular Meeting held October 23, <br />1989 and the Special Meetings held October 30 (Ms. Kissler and <br />Messrs. Plummer and Guerra abstaining) and November 6, 1989, <br />approval of the Ordinance on second reading, adoption of the <br />Ordinance on third and final reading, adoption of the five <br />Resolutions, approval of the two street closures, and <br />authorization to bid the three projects by consensus, and Mr. <br />Plummer seconded the motion, which passed unanimously. The <br />captions of the Ordinances and Resolutions read as follows: <br />Approval of Ordinance on second reading: <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, GRANTING TO THE SAN MARCOS BREAKFAST LIONS CLUB A <br />FRANCHISE TO OPERATE AND MAINTAIN A TAXI SERVICE WITHIN THE <br />CORPORATE LIMITS OF THE CITY FOR THE PURPOSE OF TRANSPORTING <br />PERSONS USING INNERTUBES TO AND FROM THE SAN MARCOS RIVER; <br />PRESCRIBING THE TERMS, CONDITIONS, OBLIGATIONS AND <br />LIMITATIONS UPON WHICH THE FRANCHISE SHALL BE EXERCISED AND <br />SETTING AN EFFECTIVE DATE. <br />Adoption of Ordinance on third and final reading: <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AMENDING CHAPTER 29 OF THE SAN MARCOS CODE OF <br />ORDINANCES BY THE ADDITION OF A ONE-WAY DESIGNATION UPON <br />VISTA STREET; INCREASING THE TIME RESTRICTIONS FROM 8:00 <br />A.M. UNTIL 5:00 P.M. TO 7:00 A.M. UNTIL 5:00 P.M. FOR A NO <br />PARKING TOW-AWAY ZONE ON THE SOUTH SIDE OF VISTA STREET AND <br />DECLARING AN EFFECTIVE DATE. <br />Adoption of Resolutions: <br />
