Replacements of sewer, water or drain lines shall be treated as new installations for purposes of inspection and fee requirements. I SECTION 4. That Section 101 of said Standard Plumbing Code be and is hereby amended by adding a subsection, to be numbered 101.6 which said subsection reads as follows: 101.6 Licensing and Bonding of Persons Installing Plumbing Who Are Not Exempted From Such Requirements By Section 101.5 (a) All persons performing plumbing work or contracting to perform plumbing work within the corporate limits of the City of San Marcos, Texas shall be licensed as required by the Texas Plumbing License Law of 1947. (b) A person who is a Master Plumber within the meaning of the Texas Plumbers License Law of 1947 and who desires a permit for plumbing work within the corporate limits of the City of San Marcos, Texas shall furnish an indemnity bond in the amount of one thousand dollars ($1,000.00) to protect the City of San Marcos from liability that might accrue because of injury to the public in connection with said plumbing work. I SECTION 5. That Section 110- Violations and Penalties of said Standard Plumbing Code be and the same is hereby amended to read as follows: Section 110- Violations and Penalties "Any person, firm, corporation, or agent who shall violate a provision of this code, or fail to comply therewith, or with any of the provisions thereof, or violate a detailed statement or plans submitted and approved thereunder shall be guilty of a mis- demeanor. Each said person shall be deemed guilty of a separate offense for each and every day or portion thereof during which any violation of any of the provisions of this code is committed, or continued and upon conviction in the municipal court for any such violation such person shall be punished by a fine of not more than two hundred dollars ($200.00). SECTION 6. That the importance of this ordinance creates an an emergency and an imperative purpose necessary that the-pro- I visions of the charter requiring that ordinances shall be read on three separate meetings and that no ordinance shall become effecti ve until the expiration of ten (10) 'days following the date of its final passage be suspended, and these provisions are hereby suspended, and this Ordinance shall take effect and be in full force and effect from and after its adoption and publica- tion in a newspaper of general circulation within the City.
