Two (2) copies <br />of the environmental assessment statement shall be transmitted by <br />the Director of Planning to the Chairman of the Environmental <br />Advisory Committee who shall cause the Environmental Advisory <br />Committee to consider the environmental impact statement within <br />twenty-five (25) days of their submission and the Chairman of the <br />Environmental Advisory Committee shall return said statement with <br />the Committee's recommendation to the Director of Planning. Upon <br />the completion of the review of the preliminary plat and utility <br />layout, and receipt of the environmental assessment statement and <br />Environmental Advisory Committee's recommendation, the Director <br />of Planning shall transmit said plat, plans, and environmental <br />assessment statement to the Commission; or he shall note his and <br />all other objections to said plat, plans, and statement in a <br />written. memorandum and transmit the said memorandum, plat, plans, <br />and statement to the Commission, within twenty-five (25) days of <br />the submission of the plat, utility layout, and environmental <br />assessment statement. <br /> <br />b. <br /> <br />In cases where the preliminary plat, utility layout, or environ- <br />mental assessment statement is given a negative recommendation by <br />the Environmental Advisory Committee, the developer may withdraw <br />and refile a corrected preliminary plat, utility layout, and <br />environmental assessment statement to the Director of Planning <br />for reconsideration by the Environmental Advisory Committee. <br /> <br />5. Processing of Preliminary Plat <br /> <br />a. The Director of Planning shall check the preliminary plat as to <br />its conformity with the master plan, major street plan, land use <br />plan, zoning districts and the standards and specifications set <br />forth herein or referred to herein. <br /> <br />b. <br /> <br />Pertinent copies of the preliminary plat data shall be submitted <br />to the Director of Public Works, and he shall check the same for <br />conformity with the standards and specifications contained or <br />referred to herein. <br /> <br />c. The Director of Planning shall return the preliminary plat data <br />to the Commission with his suggestions as to modifications, <br />additions or alterations of such plat data. <br /> <br />d. Within thirty (30) days after the preliminary plat is formally <br />filed with the staff, and the fees are paid, the Commission shall <br />conditionally approve or disapprove such plat, or conditionally <br />approve it with modifications. <br /> <br />e. Conditional approval of a preliminary plat by the Commission <br />shall be deemed an expression of approval of the layout submitted <br />on the preliminary plat as a guide to the installation of streets, <br />water, sewer and other required improvements and utilities and to <br />the preparation of the final or record plat. Conditional approval <br />of a preliminary plat shall not constitute automatic approval of <br />the final plat. <br /> <br />-18- <br />
