Adopted Policies: A written administrative directive discussed <br />at a public meeting and officially adopted by a majority vote of <br />the council. <br /> <br />4. ~: A minor public right-of-way which is used primarily for <br />vehicular and utility service access, normally to the back or <br />side of properties otherwise abutting on a public street, or <br />approved open space. <br /> <br />5. Apartment: A room in an apartment house or, a suite of rooms <br />arranged, designed, or occupied as a residence by a single family, <br />individual, or groups of individuals. See Dwelling Unit. Apartment House: A building designed, built, rented, leased, let <br />or hired out to be occupied by three (3) or more apartments or <br />which is occupied as the home or residence of three (3) or more <br />families or individuals. living independently of each other. See <br />Dwelling Unit, Multiple. <br /> <br />7. Area of the Lot: The area of the lot shall be the net area of <br />the lot and shall not include portions of streets and alleys. <br /> <br />8. Authorized Agent: An architect, builder, developer, or other <br />person or persons empowered to act on behalf of other persons. <br /> <br />9. Associated Recreation: Recreational uses which are an integral <br />part of a common ownership or associated or high-density residen- <br />tial development (example: Homeowners Association with a private <br />club. swimming pool. or tennis courts). <br /> <br />10. Bar, Cocktail Lounge, Tavern, Saloon, Cantina: An establishment <br />where alcoholic beverages are sold for on-premise consumption, <br />other than a restaurant as defined in this section. <br /> <br />11. Block: An area enclosed by streets and occupied by or intended <br />for buildings; or, if said word is used as a term of measurement. <br />it shall mean the distance along a side of a street between the <br />nearest two (2) streets which intersect said street. <br /> <br />I <br /> <br />12. Boardinghouse: A building other than a hotel where lodging and <br />meals for three (3) or more persons are served for compensation. <br /> <br />13. Buffer: A visual screen constructed of wood. concrete block, <br />masonary. or landscape material in such a manner that adjacent <br />property will be screened from the use contemplated, so noise, <br />solid waste, or other objectional influences will be avoided. <br />Such buffer shall be horizontal to the ground, opaque, and a <br />minimum of six (6) feet in height. <br /> <br />14. Building: Any structure built for the support, shelter and/or <br />enclosure of persons, chattels or movable property of any kind. <br /> <br />15. Building Setback Line: A line defining an area on the building <br />lot between the street right-of-way line and/or other property <br />lines, and the building line within which no building shall be <br />constructed, encroach or project except as specifically author- <br />ized in an adopted ordinance of the City of San Marcos. Also <br />called building line or setback line. <br /> <br />a. <br /> <br />Front Building Setback Line: A line parallel to the street <br />right-of-way line which the building faces, and/or takes its <br />primary access from. <br /> <br />I <br /> <br />b.
