<br />2 . <br />Regular Meeting <br /> <br />January 17, 2006 <br /> <br />Page 2 <br /> <br />Mayor Narvaiz announced <br />until 7:00 p.m. <br /> <br />Lane area). The Council adjourned into Executive I <br /> <br /> <br />the Council would reconvene at 6:21 p.m. and recess <br /> <br />prospect (IH35/McCarty <br />Session at 6:03 p.m. <br /> <br />Mayor Narvaiz introduced for consideration adoption or direction to Staff <br />on matters discussed in Executive Session. Mr. O'Leary stated the Council <br />gave direction regarding the value of real property in the North IH35/Davis <br />Lane area and a business prospect in the IH35/McCarty Lane area. <br /> <br />Mayor Narvaiz lead the Pledge of Allegiance. <br /> <br />Mayor Narvaiz introduced the Citizen Comment Period. 1) Randolph Goodman, <br />Gary Job Corps, introduced Arthur Granger and Jarrett Beard. Mr. Granger <br />and Mr. Beard announced the Citizen Summit and invited everyone to attend. <br />2) Amy Kirwin stated she wished to speak on both Skate Park Items #21, <br />adoption of a Resolution, and #23, a discussion. She stated she is on the <br />Committee for the Skate Park and encouraged the Council to support the <br />partnership for the Parks grant application with LCRA. Ms. Kirwin also <br />stated she is on the Envision Central Texas Best Practices Committee. She <br />stated she has applications available for submissions of Best Practices. <br />She also stated there will be awards in 4 categories and she would like to <br />see the City enter a best practice. <br /> <br />I <br /> <br />Mayor Narvaiz introduced the Staff Report. 1) Mr. O'Leary stated the Rio <br />Vista Dam project will need to contract with a second engineering firm for <br />bank stabilization. He stated there have been meetings with Texas Parks <br />and Wildlife, TCEQ, U.S. Fish and Wildlife and other regulatory agencies. <br />He stated engineering of this project will go through the state contract to <br />try to get a better deal. <br /> <br />Mayor Narvaiz introduced the City Council Reports. 1) Mr. Jones stated he <br />attended the Martin Luther King Events. He thanked everyone for their <br />participation. 2) Mr. Jones encouraged everyone to attend the LEAD <br />Breakfast. 3) Mr. Guerrero stated he participated in the Leadership San <br />Marcos Tour of Hope visiting local social service agencies, which was heart <br />felt. 4) Mr. Guerrero stated Leadership San Marcos is collecting funds for <br />a digital sign in front of the Activity Center. 5) Mayor Narvaiz stated <br />she was elected as Secretary for the Capital Area Council of Government <br />(CAPCOG). She stated CAPCOG is working on information regarding <br />communication along the roads of the Corridor. 6) Mayor Narvaiz stated she <br />attended the Rio Vista Dam project meeting. She stated she feels City <br />Staff did a great job on the project. 7) Mayor Narvaiz stated she will be I <br />hosting the Clergy Breakfast on Wednesday, January 18, 2006. 8) Mayor <br />Narvaiz congratulated everyone for a great job on the Martin Luther King <br />
