Mayor Narvaiz lead the Pledge of Allegiance. Mayor Narvaiz introduced the Citizen Comment Period. 1) Randolph Goodman, Gary Job Corps, introduced Arthur Granger and Jarrett Beard. Mr. Granger and Mr. Beard announced the Citizen Summit and invited everyone to attend. 2) Amy Kirwin stated she wished to speak on both Skate Park Items #21, adoption of a Resolution, and #23, a discussion. She stated she is on the Committee for the Skate Park and encouraged the Council to support the partnership for the Parks grant application with LCRA. Ms. Kirwin also stated she is on the Envision Central Texas Best Practices Committee. She stated she has applications available for submissions of Best Practices. She also stated there will be awards in 4 categories and she would like to see the City enter a best practice. I Mayor Narvaiz introduced the Staff Report. 1) Mr. O'Leary stated the Rio Vista Dam project will need to contract with a second engineering firm for bank stabilization. He stated there have been meetings with Texas Parks and Wildlife, TCEQ, U.S. Fish and Wildlife and other regulatory agencies. He stated engineering of this project will go through the state contract to try to get a better deal. Mayor Narvaiz introduced the City Council Reports. 1) Mr. Jones stated he attended the Martin Luther King Events. He thanked everyone for their participation. 2) Mr. Jones encouraged everyone to attend the LEAD Breakfast. 3) Mr. Guerrero stated he participated in the Leadership San Marcos Tour of Hope visiting local social service agencies, which was heart felt. 4) Mr. Guerrero stated Leadership San Marcos is collecting funds for a digital sign in front of the Activity Center. 5) Mayor Narvaiz stated she was elected as Secretary for the Capital Area Council of Government (CAPCOG). She stated CAPCOG is working on information regarding communication along the roads of the Corridor. 6) Mayor Narvaiz stated she attended the Rio Vista Dam project meeting. She stated she feels City Staff did a great job on the project. 7) Mayor Narvaiz stated she will be I hosting the Clergy Breakfast on Wednesday, January 18, 2006. 8) Mayor Narvaiz congratulated everyone for a great job on the Martin Luther King
