He
stated most students believe this is a good proposal to increase safety.
He stated the students also believe that downtown should be a destination
in the City and not a pass through.

I

Mayor Narvaiz stated she would like to move to Item 23, to receive an
update and hold a discussion regarding the Skate Park. Mr. O'Leary stated
during the budget workshop, a discussion occurred about the possibility of
using the $90,000.00 designated for a youth facility to help construct the
skate park. Amy Kirwin, Skate Park Committee, showed the Council where the
proposed skate park would be located. Ms. Kirwin stated the committee is
asking for a $100,000.00 grant from LCRA. She stated during a meeting with
LCRA the suggestion was made to relocate the dog park, additional small dog
park and move the skate park into the old dog park location. She stated in
2008 the National Guard Armory will be moving out, and this could provide
additional parking spaces. Craig Corbin, Chair of the Youth Commission,
stated the Youth Commission supports any type of safe activity and
environment for San Marcos Youth. He stated the Youth Commission wrote a
letter of support to the LCRA Grant Committee. He stated even though the
Youth Commission supports the Skate Park, eventually they still want a
Youth Center. Mr. Guerrero inquired as to the amount of funds the Youth
Commission needs for a Youth Center. Mr. Corbin stated the Youth
Commission does not have figures for a facility, but the Center should be
for 12 year olds and older youth. He stated the Center should be open
Monday - Friday from 4:00 p.m. to 8:00 p.m. and all day Saturday and should
provide activities, tutoring and mentoring. Mr. Thomaides thanked the
citizens for their hard work on this project. He stated he feels this is a
positive project for the community. The Council agreed by consensus to move
$90,000.00 from the Youth Center funds to help fund the Skate Park.

Mayor Narvaiz introduced for consideration approval of minutes of the
Special Meeting held January 5, 2006, approval of minutes of the Regular
Meeting held January 9, 2006, and adoption of eleven Resolutions, on
consent.
