<br />Regular Meeting <br /> <br />January 17, 2006 <br /> <br />7 . <br />Page 7 <br /> <br />Mayor Narvaiz introduced for consideration Item 21, removed from the <br />I consent agenda, adoption of a Resolution, the caption which was read as <br />follows: <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />APPROVING A PARTNERSHIP IN PARKS GRANT APPLICATION FROM THE LOWER <br />COLORADO RIVER AUTHORITY (~LCRA") FOR GRANT FUNDING FOR PHASES 3 AND 4 <br />OF THE SKATE PARK PROJECT; RATIFYING THE SUBMISSION OF THE GRANT <br />APPLICATION TO LCRA; CERTIFYING THAT CITY MATCHING FUNDS FOR THIS <br />APPLICATION ARE READILY AVAILABLE AT THIS TIME; AUTHORIZING THE CITY <br />MANAGER TO ACT IN ALL MATTERS RELATED TO THIS APPLICATION AND <br />SUBSEQUENT GRANT AGREEMENT; AND DECLARING AN EFFECTIVE DATE. <br /> <br />Mr. Mihalkanin moved for adoption of the Resolution, and Mr. Guerrero <br />seconded the motion. Mr. O'Leary stated on December 15, 2005, the Parks <br />and Recreation Department submitted a grant application to LCRA for their <br />partnership in Parks grants, which is a matching fund from LCRA to <br />construct phases 3 and 4 of the skate park. He stated due to the deadline <br />for the submission the approval of the application could not be agendized. <br />He stated the Parks Department is asking City Council to ratify the grant <br />application. The Council then voted unanimously for adoption of the <br />Resolution. <br /> <br />I Mayor Narvaiz introduced for consideration approval of an Ordinance on <br />second reading, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />AMENDING CHAPTER 2, ARTICLE 5 OF THE CITY CODE TO AMEND THE PURPOSES, <br />POLICIES, REGULATIONS AND PROCEDURES OF THE CITY'S CODE OF ETHICS; <br />INCLUDING PROCEDURAL PROVISIONS; AND PROVIDING FOR PENALTIES. <br /> <br />Mr. Mihalkanin moved for approval of the Ordinance on second reading, and <br />Mr. Guerrero seconded the motion. Mr. Thomaides stated he met with the <br />City Attorney and is satisfied with the proposed Ordinance. The Council <br />then voted unanimously for approval of the Ordinance on second reading. <br /> <br />Mayor Narvaiz introduced a discussion regarding National League of Cities <br />(NLC) Spring Meeting in Washington, D.C. and City projects proposed for <br />federal funding by requests through Congressional Delegation. Mr. O'Leary <br />stated each year the NLC conference in March is held in Washington, D.C. <br />He also stated members of the Council meet with the Congressional <br />delegation regarding federal funding, and this year Staff recommends <br />Council discuss 3 projects. 1) San Marcos River Ecosystem Restoration, <br />which Staff is proposing $3,659,000.00 through the U.S. Army Corps of <br />I Engineers Section (65% federal and 35% local); 2) Airport Improvements, <br />which is a special one-time funding of $14.5 million for a Fire Station <br />Complex, new Terminal, North Side T-Hangars and Fixed Base Operator <br />
