<br />148. <br />Regular Meeting <br /> <br />February 21, 2006 <br /> <br />Page 10 <br /> <br />stated he feels Staff should work on getting the message to the students at <br />the University regarding the Codes being violated. Mr. Bell stated he will <br />be speaking to small groups of students in the near future. Mr. Mihalkanin <br />thanked Mr. Bell for his hard work. He stated he has received several <br />phone calls regarding noise complaints, which the officers respond and <br />issue warning tickets. Chief Williams stated when an officer responds to a <br />noise complaint, the process is subject to the officer's discretion. Mayor <br />Narvaiz stated the Council needs to hold a discussion regarding the noise <br />Ordinance. Mr. Jones thanked Mr. Bell for a job well done. He stated he <br />feels the Council should hold a discussion regarding noise violations on a <br />future agenda. Mr. Thomaides inquired where the most noise complaints <br />occur. Chief Williams stated the most complaints come from apartments. <br />Mayor Narvaiz inquired as to when the University students will be addressed <br />regarding the Codes which are often violated. Mr. Bell stated the <br />University students will be addressed before their next semester. <br /> <br />I <br /> <br />Mayor Narvaiz introduced a discussion regarding City Council direction on <br />future agenda items. 1) Mr. Mihalkanin stated he would like to have Staff <br />update the Council on the status of patterns of Code Enforcement complaints <br />in the last six months. Mr. Guerrero stated he feels the Austin Apartment <br />Association should be included in the discussion, so they can discuss the <br />issues they deal with. 2) Mr. Jones stated he would like to hold a <br />discussion regarding directing truck traffic away from Hopkins Street. <br />Mayor Narvaiz asked Staff to provide the history of directing truck traffic <br />away from Hopkins Street to Council. She stated after Council reviews this <br />information they can decide at the next meeting if they want to place a <br />discussion on the agenda. <br /> <br />I <br /> <br />Mayor Narvaiz introduced an Executive Session pursuant to the Government <br />Code, Section551.071, to seek the City Attorney's advice regarding pending <br />litigation, contemplated litigation, a settlement offer or a matter <br />involving attorney-~lient privilege (Wonder World Drive Extension Project) ; <br />Sections 551.072 and 551.073, to discuss value of real property (North <br />IH3S/Davis Lane area) ; negotiated contracts for prospective gifts or <br />donations to the City (West San Antonio Street area) ; and Section 551.087, <br />to discuss commercial or financial information the City has received from a <br />business prospect that the City seeks to have locate, stay or expand in or <br />near the City and with which the City is conducting economic development <br />negotiations, or to deliberate the offer of a financial or other incentive <br />to such a business prospect (North IH3S area). The Council adjourned into <br />Executive Session at 9:34 p.m. <br /> <br />Mayor Narvaiz announced the Council would reconvene at 11:09 p.m. <br /> <br />Mayor Narvaiz introduced for consideration adoption or direction to Staff I <br />on matters discussed in Executive Session. Mr. O'Leary stated the Council <br />provided direction regarding the purchase of real property on North <br />
