<br />Regular Meeting <br /> <br />February 21, 2006 <br /> <br />147. <br />Page 9 <br /> <br />I <br /> <br />THE 400 BLOCK OF STAGECOACH TRAIL, AND AMENDING THE OFFICIAL ZONING <br />MAP OF THE CITY BY REZONING THIS TRACT FROM FD FUTURE DEVELOPMENT <br />DISTRICT AND PH-ZL PATIO HOME - ZERO LOT LINE RESIDENTIAL DISTRICT TO <br />TH TOWNHOUSE RESIDENTIAL DISTRICT; APPROVING AN AMENDMENT TO THE <br />FUTURE LAND USE MAP FROM MEDIUM DENSITY RESIDENTIAL TO COMMERCIAL FOR <br />A 6.9114 ACRE, MORE OR LESS, TRACT OF LAND LOCATED IN THE 400 BLOCK OF <br />STAGECOACH TRAIL, AND AMENDING THE OFFICIAL ZONING MAP OF THE CITY BY <br />REZONING THIS TRACT FROM PH-ZL PATIO HOME - ZERO LOT LINE RESIDENTIAL <br />DISTRICT TO OP OFFICE PROFESSIONAL DISTRICT; INCLUDING PROCEDURAL <br />PROVISIONS; AND PROVIDING FOR PENALTIES. <br /> <br />Mayor Narvaiz introduced a discussion regarding co-hosting the 9th Annual <br />Transportation Summit in Irving, Texas to be held August 8-11, 2006. The <br />Council agreed by consensus for the City to participate at the Platinum <br />Membership level, which includes up to ten registrations for a cost of <br />$3,500.00 if paid before May 30, 2006. <br /> <br />Mayor Narvaiz introduced a discussion regarding Allenwood Homes drainage <br />garbage collection, and overgrown vegetation issues. Richard Mendoza, <br />Director of Public Works, stated the drainage at the Allenwood Homes is <br />2000 linear feet. He also stated the last time this drainage was cleared <br />was December 13, 2005. He stated Bobcat Build has been asked to help clean <br />up this area again. He stated there are shallow standing water issues, <br />IhiCh are caused by obstruction downstream, which will also be cleared out <br />again. He provided the Council with a handout regarding the maintenance <br />cost spent on the drainage at the Allenwood Homes. Mr. Bose inquired <br />whether the drainage behind Allenwood Homes is concrete. Mr. Mendoza <br />stated the drainage around Allenwood Homes has concrete bottoms, but some <br />of the drainage has natural sides. He stated the vegetation in these areas <br />is cleaned three times a year. Mr. O'Leary stated a discussion needs to be <br />held during the Budget Workshop for additional funding to maintain existing <br />drainage facilities. <br /> <br />Mayor Narvaiz introduced a discussion regarding Code Enforcement update. <br />Ken Bell, Fire Marshal, provided a powerpoint presentation regarding the <br />status of the Code Enforcement Department. Mr. Jones inquired as to the <br />number of noise complaints. Mr. Bell stated the majority of noise <br />complaints are tracked by the Police Department, but Code Enforcement has <br />received 24 calls. Mr. Bose, Mr. Thomaides and Mr. Jones thanked the Code <br />Enforcement Department for a well done professional job. Mr. Guerrero <br />inquired as to the noise violation procedures. Chief Williams stated if <br />the violator opens the door, then a warning ticket is written. He stated <br />after several warnings the electricity is pulled, and the violator must <br />come to the Police Department before their electricity can be turned back <br />In. He stated electricity has only been pulled twice since he has arrived <br />in San Marcos. Mr. Guerrero stated he would like to hold a discussion <br />regarding options addressing warnings for noise violations. Mr. Thomaides <br />
