Mr. O'Leary stated this professional services I <br />contract is for the proposed improvements in the Rio Vista Terrace <br />neighborhood. He stated the improvements include the replacement of water <br />and wastewater lines to improve service to approximately 300 residential <br />and 25 commercial customers. He stated Sycamore, Field, Haynes, McKinnon, <br />Roberts, Rio Vista and portions of Cheatham and Riverside Streets within <br />the neighborhood will be reconstructed, which will also include drainage <br />improvements and the addition of sidewalks throughout the neighborhood. <br />Mr. O'Leary stated a neighborhood meeting presenting the preliminary design <br />will be scheduled to occur no later than May 31, 2006, with the final <br />design to be completed by the end of 2006. Mr. Thomaides inquired as to <br />the proposed date for construction to begin. Mr. O'Leary stated <br />construction is proposed to begin in early 2007. The Council then voted <br />unanimously for adoption of the Resolution. <br /> <br />Mayor Narvaiz introduced for consideration approval of two appointments to <br />the Beautification Commission. Mr. Guerrero moved to appoint Brad Smith as <br />the horticulture management of Texas State University grounds <br />representative, and Mr. Mihalkanin moved to appoint Bryan Davis as the Hays <br />County Extension Office representative, which passed unanimously (Mr. <br />Mihalkanin abstaining on the TSU appointment) . <br /> <br />Mayor Narvaiz introduced for consideration approval of one appointment to I <br />the Economic Development Board. Mr. Guerrero moved to appoint Judith Allen <br />as the citizen-at-Iarge representative, which passed unanimously. <br /> <br />Mayor Narvaiz introduced for consideration a public hearing and approval of <br />an Ordinance on first reading, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />AMENDING SECTION 6.2.1.2(A) OF THE CITY LAND DEVELOPMENT CODE TO REMOVE <br />THE PROHIBITION AGAINST PARKING ON GRASS; AMENDING CHAPTER 82, TRAFFIC <br />AND VEHICLES, OF THE CITY CODE OF ORDINANCES TO ADOPT RESIDENTIAL AREA <br />PARKING PROVISIONS; AMENDING CHAPTER 34, ENVIRONMENT, TO PROVIDE FOR A <br />MORE INCLUSIVE DEFINITION OF JUNKED VEHICLE; INCLUDING PROCEDURAL <br />PROVISIONS; AND PROVIDING FOR PENALTIES. <br /> <br />Mayor Narvaiz opened the public hearing and asked if anyone wished to <br />speak. 1) Elena Duran stated she is a resident of the Hills of Hays <br />neighborhood. She encouraged the Council to adopt this Ordinance. She <br />stated she and many of the residents are in favor of the junk vehicle <br />portion of this Ordinance. Mayor Narvaiz asked if anyone else wished to <br />speak. No one did, so Mayor Narvaiz closed the public hearing. Mr. I <br />Guerrero moved for approval of the Ordinance on first reading, and Mr. <br />Thomaides seconded the motion. Mr. Thomaides encouraged the Council to <br />support the proposed Ordinance.
